Housing Project in the North Richmond Redevelopment Project Area
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
ADOPT the attached Resolution authorizing the submittal of an
application to the California State Department of Housing and
Community Development for funding under the Building Equity and Growth
in Neighborhood Program (BEGIN) for the Parkway Estates Housing Project
in the North Richmond Redevelopment Project Area.
APPROVE and AUTHORIZE the Executive Director, or his designee, , to
execute a standard agreement, amendments if necessary, and any related
documents if selected for such funding necessary to participate in the
BEGIN Program.
FISCAL IMPACT
No impact on the General Fund.

enter into a Developer Loan Agreement with the Community Housing Development
Corporation (CHDC) of North Richmond to. develop 87 affordable for-sale single
family homes in the North Richmond Redevelopment Project Area. The Agency and
County have committed a combined total of $1 . 2 million, with another $226, 153
funding request pending, and the City of Richmond has committed $600, 000 to the
project. The project still has a funding gap of $231, 000 necessary to make the
homes affordable to low-income households. The BEGIN program has funds currently
available for affordable for-sale housing projects and is the best source for
filling the funding gap. The BEGIN program requires a submitting jurisdiction
adopt a resolution authorizing application submittal and executing subsequent
funding documents, if successful, prior to submitting the funding request.

RESOLUTION NO. 96/137
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE COUNTY OF CONTRA
COSTA AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA
STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING
UNDER THE BUILDING EQUITY AND GROWTH IN NEIGHBORHOOD PROGRAM; THE
EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND
ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO
PARTICIPATE IN THE BEGIN PROGRAM.
WHEREAS, the Redevelopment Agency of the County of Contra Costa, a political
subdivision of the State of California, wishes to apply for and receive an allocation of funds through
the Building Equity and Growth Neighborhood Program (hereinafter referred to as`BEGIN"); and
WHEREAS, the California Department of Housing and Community Development
(hereinafter referred to as the"Department") has issued a Notice of Funding Availability(hereinafter
referred to as the"NOFA")for the BEGIN program and is authorized to approve funding allocations
which will be made available directly through the U.S. Department of Housing and Urban
Development (HUD) to be used for the purposes set forth in Title II of the Cranston-Gonzalez
National Affordable Housing Act of 1990, the implementing regulations set forth in Title 24 of the
Code of Federal Regulations, part 92, and Title 25 of the California Code of Regulations commencing
with section 8200; and
WHEREAS, the Redevelopment Agency of County of Contra Costa wishes to submit an
application to obtain from the Department an allocation of BEGIN funds.
NOW, THEREFORE, BE IT RESOLVED BY THE REDEVELOPMENT AGENCY OF
THE COUNTY OF CONTRA COSTA:
That the Redevelopment Agency of County of Contra Costa shall submit to the Department
an application to participate in the BEGIN program in response to the NOFA issued on October 26,
1995, which will request a finding allocation to provide silent second mortgage assistance to eleven
units, out of a total of eighty-seven units, to assist low- income households achieve home ownership
in the Parkway Estates Project located in the North Richmond Redevelopment Project Area;
That if the application for funding is approved, the Redevelopment Agency of the County of
Contra Costa hereby agrees to use the BEGIN funds for eligible activities in the manner presented
in the application as approved by the Department and in accordance with regulations cited above. It
also may execute any and all other instruments necessary or required by the Department or HUD for
participation in BEGIN; and
That the Redevelopment Agency of the County of Contra Costa authorizes the Executive
• Director, or his designee, to execute in the name of the Redevelopment Agency of the County of
Contra Costa, the application, the Standard Agreement, and all other documents required by the
Department or HUD for participation in the BEGIN program, and any amendments thereto.
