RECOMMENDATIONS:
1. ELIMINATE the following categories of membership on the Juvenile Systems
Planning Advisory Committee:

a representative from Local 1 for a Deputy Probation Officer
a representative from the Correctional & Detention Services Advisory

3. APPOINT Linda Baker and Chris Adams to the two at-large seats on the
Juvenile Systems Planning Advisory Committee.
4. AUTHORIZE the Juvenile Systems Planning Advisory Committee to change
the composition of the Technical Advisory Board as circumstances dictate the
need for more, fewer or different members on the Technical Advisory Board
without having to return to the Board of Supervisors.
5. AUTHORIZE the appointing entities to name their representatives to the
Juvenile Systems Planning Advisory Committee and to remove and replace
their representatives without further action by the Board of Supervisors.
6. REQUEST the Juvenile Systems Planning Advisory Committee to provide a
further status report to the Family and Human Services Committee on April
22, 1996, covering their activities since their last report to the 1995 Family and
Human Services Committee on December 5, 1995.
BACKGROUND:
The Juvenile Systems Planning Advisory Committee, previously the Juvenile Hall
Replacement Advisory Committee started out as a rather unstructured group
concerned about the need to plan for and fund a replacement juvenile hall and later
to plan a whole continuum of services for delinquent youth.
The Board of Supervisors has not generally made appointments of specific
individuals to the Juvenile Systems Planning Advisory Committee (JSPAC). Instead,
the Board dictated the size and composition of the Committee and left it to the
various nominating entities to name their specific individuals. The Committee is not
considered a "Maddy Book" Committee and the size and composition has changed
over the period of time since the Committee was formed in 1992 as the Juvenile Hall
Replacement Advisory Committee and was renamed JSPAC in January, 1994.
We have compared the composition of the Committee as it was fixed by the Board
in 1994 and as the Committee wishes it to be now and have formulated the above
recommendations in order to adjust the membership so it fits the membership which
is interested and participating in the work of the Committee currently.

REASONS FOR RECOMMENDATION/BACKGROUND:
The Juvenile Systems Planning Advisory Committee was established by the Board
of Supervisors June 8, 1992 . Membership was established and included County
government officials, community groups, County boards and commissions and
public members and a non-voting Technical Advisory Board.

JSPAC has r-.-at for over three years . Due to resignations and some
appointments never joining the Committee, there is a need to make new
• appointments .
On November 27, 1995, the Family and Human Services Committee directed the
County Administrator to issue a press release seeking applicants for
currently vacant and to be created additional seats on the JSPAC; and
authorized the JSPAC to solicit applications for new members and recommend
new members to the 1996 Family and Human Services Committee; and, agreed to
consider adding several additional seats to JSPAC to broaden representation.
JSPAC recruited for applicants (press release attached) and had potentially
interested participants attend JSPAC meetings . Persons interested in serving
on the JSPAC are being recommended for appointment . Recommendations are made
to broaden representation from throughout the County.
