SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
L Recommended Action:
AUTHORIZE the issuance of an alteration to Purchase Order#10564 to Motherall Well Drilling, Pumps and
Pump Service of Concord, California to increase the amount to$50,000 for pump equipment, installation and
service necessary for emergency dewatering of the Beaulieu Place slide.
H. Financial Impact:
Risk Management funds in the amount of$50,000 are available for this activity.
III. Reasons for Recommendations and Background:
County Risk Management has taken the lead in mitigating large scale land movement affecting several County
roads: Beaulieu Drive, Beaulieu Place and Sandy Cove Lane in the Bay Point area. The Public Works
Department has furnished pump equipment at the direction of the County's geotechnical consultant,
Rogers/Pacific, as an emergency measure to remove ground water in an attempt to control the ground
movement. The Public Works Department initially procured the services of Motherall Well Drilling for the
limited purpose of providing pumps for the emergency diversion of storm water. However, the fast changing
situation required additional pump facilities which Motherall Well Drilling was in the best position to quickly
supply. The cost of the needed pump equipment and services is expected to exceed the Department's
$25,000 procurement limit.

IV. Consequences of Negative Action:
Without Board of Supervisors' approval of a higher procurement limit, we will experience significant delays
in dewatering the Beaulieu Place landslide.
