DIRECT the County Treasurer to convene the Treasury Oversight Committee for its initial meeting within the next 90 days and assist the Treasury Oversight Committee to carry out its duties pursuant to Article 6 (commencing with Section 27130) of Chapter 5 of Division 2 of Title 3 of the Government Code. 10. DIRECT the Treasury Oversight Committee to carry out its responsibilities pursuant to Article 6 (commencing with Section 27130) of Chapter 5 of Division 2 of Title 3 of the Government Code, including but not limited to the conducting of an annual audit pursuant to Government Code Section 27134, and to report to the Board of Supervisors on any and all matters under its jurisdiction at least annually, beginning not later than April, 1997 and more often as the Treasury Oversight Committee believes such reports to be prudent and appropriate. 11. REMOVE this matter as a referral to the 1996 Internal Operations Committee. -2- so, / IOC-1 BACKGROUND: On January 9, 1996, the Board of Supervisors asked the Treasurer-Tax Collector to review the applications for the at-large seats on the Treasury Oversight Committee and determine which applicants would not be qualified because of the conditions on past, current and future employment and activities related to raising money for the Treasurer or a member of the Board of Supervisors. The Treasurer was asked to report to our Committee. Our Committee asked the Treasurer-Tax Collector to undertake some additional recruitment for applicants for the Oversight Committee. We were very pleased to receive a total of 36 applications for the three "public" seats. Mr. Lomeli recommended what in his opinion were the top seven of these applicants. Our Committee decided to interview each of these seven applicants individually, as well as Mr. Bouchet, who was recommended for the "Board of Supervisors" seat. These interviews were conducted on April 15, 1996. The Board of Supervisors will recall that the composition of the Treasury Oversight Committee, as determined by the Board on November 14, 1995, is as follows: 4 One representative appointed by the Board of Supervisors. 4 The County Superintendent of Schools or designee. One representative selected by a majority of the presiding officers of the governing bodies of the school districts and the community college district in the County. O One representative selected by a majority of the presiding officers of the legislative bodies of the special districts in the County that are required or authorized to deposit funds in the County Treasury. 4 Three members of the public, a majority of whom shall have expertise in, or an academic background in, public finance and who shall be economically diverse and bipartisan in political registration. The Superintendent of Schools, school districts and special districts have each made their selections. We are in agreement with the recommendation to appoint Mr. Bouchet representing the Board of Supervisors. We were pleasantly overwhelmed with the high caliber of all the applicants and with their obvious commitment, knowledge of the field of public and private finance and with their interest in serving the public in this manner. This made our job extremely difficult, but we have narrowed the field of applicants to the three individuals recommended in Recommendations 6, 7 & 8 above. We believe that approval of these recommendations will provide this County with a Treasury Oversight Committee which is diverse in terms of gender, ethnicity, political affiliation and which will well serve the people of this County. GRANZELLA AS A CANDIDATE FOR THE CONTRA COSTA COUNTY TREASURY OVERSIGHT COMMITTEE WHEREAS, Senate Bill 866 (Chapter 784, Statutes of 1995)mandates the formation of a County Treasury Oversight Committee in each County; and WHEREAS,the Board of Supervisors, with consultation from the County Treasurer, fixes the size of the Oversight Committee and the categories for membership, selected from seven membership categories outlined in the legislation; and WHEREAS, the Oversight Committee will be composed of seven members as follows; one representative appointed by the Board of Supervisors; the County Superintendent of Schools or designee; one representative selected by a majority of the presiding officers of the governing bodies of the school districts and the community college district in the County; one representative selected by a majority of the presiding officers of the legislative bodies of the special districts in the County that are required or authorized to deposit funds in the County Treasury; and three members of the public, a majority of whom shall have expertise in, or an academic background in, public finance and who shall be economically diverse and bipartisan in political registration; and WHEREAS,the West County Wastewater District offers dedicated and capable leadership. NOW, THEREFORE, BE IT RESOLVED the Board of Directors of the West County Wastewater District does hereby nominate Director Alfred M. Granzella as a candidate to serve on the County Treasury Oversight Committee.
