HomeMy WebLinkAboutMINUTES - 04231996 - F2 4 ' F.2 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 23, 1996, by the following vote: AYES: Supervisors Rogers, Bishop, DeSaulnier, Torlakson and Smith NOES: None ABSENT: None ABSTAIN: None SUBJECT: Comments From Chief Allen Little, Contra Costa County Fire Protection District, Regarding the Orinda Water Supply Issue Chief Allen Little, Contra Costa County Fire Protection District, advised the Board of Supervisors on the fire fighting water supply issues in the Orinda area, stating that there have been recent outages in the past few weeks. Chief Little outlined the causes of the problem, noting that this is a cumulative problem which goes back through a forty to fifty year history of water services to the area including the size of pipes, the area topography, the former standards which were in existence and the accumulation of mineral deposits in the pipes. Chief. Little stated that the Fire District is still in the discovery process, working with the East Bay Municipal Utilities District (EBMUD), taking fire-flow measurements from fire hydrants. Chief Little also reported that a computer model has to be developed in order to identify the areas which require attention. This retrofit project is anticipated to be a multi-million dollar endeavor and the basic concern is locating the funding necessary to complete this project. Given the estimated costs of the retrofit project, Chief Little suggested that there needs to be a cooperative effort by the County Fire District, EBMUD and the City of Orinda to fund this project. Following Chief Little's comments, Supervisor Smith expressed that this is a major problem in the Orinda area which will be very expensive to solve. Supervisor Smith stated that he has spoken to representatives from EBMUD and after looking at the problem, he concluded that it cannot be solved without other funds. Supervisor Smith moved that the Board consider asking the County's Legislative Delegation to attempt to address the issue of funding the retrofit project through the State budget. 1 d F.2 Page 2 of 2 April 23, 1996 Supervisor Torlakson expressed support for Supervisor Smith's comments. Supervisor DeSaulnier seconded the motion.
