BACKGROUND/REASONS FOR RECOMMENDATIONS
On August 8, 1995 the Board of Supervisors accepted a Scope of Work for a Bay Point/Pittsburg
BART Station Area Specific Plan. This joint planning effort, which will involve the City of
Pittsburg, BART and the Redevelopment Agency, as well as area citizens and property owners,
is intended to examine land use in areas proximate to the future BART Station at Bay Point. A
Fiscal Committee consisting of the Supervisor from District 5, the mayor of Pittsburg, and the
BART Board Director representing East County has been formed. A Policy Advisory Committee
is also being established to review and comment on alternative proposals.
A Memorandum of Understanding memorializing the elements of the Specific Plan.analysis
providing for project oversight and management, and stipulating joint funding provisions, has been
prepared and agreed to by the respective agency staffs.
