Martinez,Executive Director DATE: April 23, 1996 SUBJECT: CDBG Project Agreement for the Central County Homeless Shelter SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDED ACTION: AUTHORIZE the Executive Director,or his designee,to execute a Community Development Block Grant(CDBG)Project Agreement and related legal documents with the County of Contra Costa to provide $120,000 in CDBG funds for the rehabilitation of the Central County Homeless Shelter in North Concord. 11. FINANCIAL IMPACT: No General Funds are involved. Funds for this project will come from FY 1995 CDBG funds provided to the County through the U.S. Department of Housing and Urban Development. III. REASONS FOR RECOMMENDATIONIBACKGROUND On February 14, 1995,the Board of Supervisors approved the allocation of$120,000 in FY 1995 CDBG funds to rehabilitate the Central County Homeless Shelter located at 2047C Arnold Industrial Way in North Concord. Since December of 1991,the County has operated a shelter at this facility to provide emergency housing for up to 60 homeless adults year-round,with an additional 40 beds potentially available for winter relief. Services provided at the shelter include case management,housing assistance, employment assessment and counseling, substance abuse programs, and primary health care. Shelter residents are provided with appropriate referrals for. mental health services, legal assistance,job training, and residential substance abuse programs. Services are designed to enable shelter residents to move into a more stable and independent living environment. ATTESTED April 23} 1996 PHIL BATCHELOR,CLERK OF THE BOARD OF COMMISSIONERS AND CO Y ADMINISTRATOR B ,DEPUTY x The Central County Shelter requires substantial rehabilitation in order to complete its conversion to a permanent shelter providing a cost-effective, appropriate and decent living environment for the target population. Specific improvements needed include: the addition of a commercial kitchen to provide onsite food service,replacement and expansion of deteriorated bathroom and shower facilities; improvements to dormitory and common use areas, including the provision of storage space; heating and ventilation system improvements; and the addition of offices and programs space suitable for administration and the provision of training and services to homeless clients. Approximately$50,000 of the FY 1995 CDBG funds will be used to develop a phased architectural and engineering plan for all required rehabilitation. Remaining funds will be used for priority rehabilitation work as identified by the Housing Authority in cooperation with the Health Services and Community Development Departments (e.g., heating and ventilation system and/or bathroom and shower improvements). In addition to the $120,000 in FY 1995 County CDBG funds,the following resources have been approved for rehabilitation of the Central County Shelter: $36,400 City of Antioch CDBG; and$100,000 City of Concord CDBG. The Housing Authority currently estimates that complete rehabilitation/conversion of the shelter will cost approximately$650,000. Due to the funding shortfall,the Housing Authority anticipates completion of the rehabilitation project in phases.
