RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 4.h Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $205,000, funded by Transportation Development Act $35,000 (17%), Road Funds $20,000 (10%), and Assembly Bill 434 $150,00 (73%). REASONS FOR RECOMMENDATION/BACKGROUND: The project includes widening and restriping approximately 2,000 feet of El Portal Drive. It is needed to facilitate bicycle traffic on El Portal Drive. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because this is a minor public alteration in the condition of land. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will.result in a delay of design and construction and may jeopardize funding. The project consists of a minor amount of widening (approximately 2,000 linear ft.), of El Portal Drive. The roadway will be widened from 2-5 ft., on the northwest side only, to accommodate striping for bike lanes. Once the widening is complete, both sides of EI Portal Drive will be striped for bike lanes. Additionally, an approximately 400 ft. long existing dirt pathway, from Rollingwood Drive to EI Portal, will be paved to provide a link to the bike lanes. Minor widening, striping, and associated features are minor in nature and will occur within existing right-of-way. Location: EI Portal Drive is located in a residential area in the west county area of San Pablo.
