SUBJECT: AMEND IMPLEMENTATION OF ADDITIONAL BIRTH CERTIFICATE FEE FOR
THE FAMILY AND CHILDREN'S TRUST FUND
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8,BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
1. EXTEND the implementation date of the additional $3 . 00
fee for a copy of a brfth certificate, (per SB 750)
approved by the Board of Supervisors on February 13,
1996, to July 1, 1996.
2 . DIRECT the Recorders Office and the Health Department
to transfer the full amount of the increased fee (less
10% administrative costs) to the Family and Children's
Trust Fund until such time as the California Office of
the State Registrar provides guidelines to the counties
concerning the out-of-county residence of a mother at
the time of birth.
FISCAL•
No County General Funds are involved. The revenue from
these additional fees will be added to the share of birth
certificate fee revenue already received to cover contracted
services.
BACKGROUND:
The Board of Supervisors approved a $3 . 00 increase in the
cost of a birth certificate copy on February 13 , 1996, to be
effective immediately upon approval. In order to
accommodate the implementation needs of the Health
Department and the Recorder's Office, (e.g. new fee schedule
printing, public notice, and computer system changes) the
Family and Children's Trust Committee, the Social Service
Director and the Administrator's office recommend that the
implementation date of the fee change be delayed until July
1, 1996.

A section of the enabling legislation (SB 750) provides that
the increased fee be transferred to the county of a mother' s
residence at the time of birth if that county does not have
a licensed health facility that provides maternity services.
Intended to benefit smaller, rural counties whose residents
must leave their county in order to give birth (only six
counties in the state qualify) this subsection is currently
not possible to implement because the mother's residence is
not routinely available from the birth records.
Discussion with staff in Los Angles and San Bernadino
counties where the increased fee was implemented January 1,
1996, and also with the State Office of Child Abuse
Prevention, indicate this problem affects all California
counties and will need to be resolved at the State level.
Pending passage of clean-up legislation and/or the issuance
of clarifying guidelines, it is recommended that Contra
Costa follow the lead of other- large counties and begin
collecting the new fee without regard to the residence of a
mother at the time of birth, allocating the resulting
revenue to the Family and Children's Trust.
