SUBJECT: Report on CALFED Bay Delta Program
SPECIFIC REQUESTIS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE Chair to sign a letter expressing concern with the CALFED Bay-Delta Program's focus on
isolated water transfer (peripheral canal) alternatives, and expressing support of other options.
REASON FOR RECOMMENDATION
CALFED is a joint state-federal program which was initiated after the December 1994 Bay-Delta Accord.
A number of public workshops resulted in twenty alternatives for 'fixing' the problems in the Delta, and
providing long-term management capability. Since this time, alternatives have been condensed to ten, and
currently, a process is ongoing which will reduce these options into three to five alternatives which would
be pursued. At least five of the ten alternatives include some form of an isolated water transfer facility,
another name for peripheral canal. Other alternatives deal with demand management, new storage, in-
delta improvements (much as the Department of Water Resources was instituting after the peripheral canal
loss at the polls, and which has been recently suspended as part of the CALFED process) and additional
storage scenarios. Common elements to all alternatives include habitat restoration, demand management,
levee improvement, and some alternatives also include channel improvement, new storage facilities and
activities such as land fallowing.
The County has had long-standing policy of vehement opposition to any type of peripheral canal, believing
that the only way to guarantee any measure of protection for the Delta is through the common-pool
concept, whereby all water users have the same responsibility for Delta water quality, and where water
quality is of primary importance, affecting all parties.
The Board's Water Committee recommends that a letter be sent expressing continuing County concern
with those alternatives including isolated water transfer, as well as support of other alternatives.
