REPORT ON THE ABILITY OF THE COUNTY TO TRACK THE RACE AND
SUBJECT: GENDER OF INDEPENDENT CONTRACTORS SUBJECT TO
WITHHOLDING
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. ACCEPT the attached report from the Director of Human Resources on this
subject.
2. DIRECT the Director of Human Resources to continue to refine the attached
report and endeavor to make it as complete and comprehensive as possible.
3. REMOVE this matter as a referral to the 1996 Internal Operations Committee.
BACKGROUND:
On October 24, 1995, the Board of Supervisors referred to our Committee the last
status report from the Director of Human Resources regarding how the County is
doing at being able to track the race and gender of independent contractors who are
subject to withholding (contract employees). The previous report had been
somewhat incomplete, particularly in identifying the race of the contractor.
Attached is the current report from the Director of Human Resources which is much
more complete and accurate. We feel comfortable that staff now have in place a
system which, as the remaining pieces of data are inserted, will provide a
mechanism for tracking the race and gender of these contract employees.
While we are urging that the Director of Human Resources continue to refine this
report in order to make it as complete as possible, we do not think it is necessary to
keep it on referral to our Committee at this time.

* Start/End date of contract
* Contract amount
* Year-to-Date Earnings
We continue to work with the operating departments regarding the completion and
distribution of the questionnaire required by the Human Resources Department.
