SUBJECT: Memorandum of Understanding with North Richmond Municipal Advisory Council
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE and AUTHORIZE the Building Inspection Director, or designee, to enter into a
Memorandum of Understanding with the North Richmond Municipal Advisory Council for
rehabilitation of residential structures in the North Richmond community during the period from
January 1, 1996 through June 30, 1996.
FISCAL:
This agreement will allow up to a maximum of$25,000 from the North Richmond Municipal Advisory
Council funds to help support rehabilitation of specified residential structures in the North Richmond
Community. No general funds or county match is required. The remainder of the funding will come
from Community Development Block Grant resources.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
A project has been implemented by the Building Inspection Department in cooperation with the
County Redevelopment Agency, and in part accomplished by funding to be provided by the MAC and
supported by the County Administrator's Office. The purpose of this project, called the targeted Code

Enforcement and Rehabilitation Project, is to revitalize residential neighborhoods located in the Bay
Point and North Richmond Redevelopment Areas. This memorandum of understanding is for the
North Richmond area only'. The North Richmond areas was selected for special assistance due to a
heavy concentration of very-low and low income households and substantial housing rehabilitation
needs.
Community Development Block Grant (CDBG) funds are being used to support this project.
However, CDBG funds may only be used to provide housing rehabilitation grants of up to a total of
$2,000 each. MAC funds will be used to supplement CDBG funds where the cost of required
rehabilitation for an individual housing unit exceeds $2,000. The purpose of the grants will be to
make minor repairs and improvements to structural exteriors in an effort to revitalize and improve this
neighborhood. The MAC approved a maximum of$25,000 of its funds to be used for this project.
