SUBJECT: Bay Point/Pittsburg BART Station Area Specific Plan
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE and AUTHORIZE the Director of Community Development and the Deputy Director
- Redevelopment to execute a Memorandum of Understanding with the City of Pittsburg and
the San Francisco Bay Area Rapid Transit District to cooperatively pursue a Specific Plan
process for the area around the Bay Point/Pittsburg BART Station; and
AUTHORIZE the Deputy Director - Redevelopment to execute a consulting services contract
with the Cannon Design Group for professional services related to the Bay Point/Pittsburg
BART Station Area Specific Plan.
FISCAL IMPACT
No County General Funds are involved. The County Redevelopment Agency will be entering
into the consulting services agreement in the amount of$150,000. The City of Pittsburg and
the Bay Area Rapid Transit District will each be reimbursing the Agency for one third of the
consultant's services cost, i.e., $50,000 per agency. The net cost to the Agency is $50,000.
Funds have been budgeted for this purpose.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On August 8, 1995 the Board of Supervisors accepted a Scope of Work for a Bay
Point/Pittsburg BART Station Area Specific Plan. This joint planning effort, which will
involve the City of Pittsburg, BART and the Redevelopment Agency, as well as area
citizens and property owners, is intended to examine land use in areas proximate to the
future BART Station at Bay Point. A Fiscal Committee consisting of the Supervisor from
District 5, the mayor of Pittsburg, and the BART Board Director representing East County
has been formed. A Policy Advisory Committee is also being established to review and
comment on alternative proposals.
A Memorandum of Understanding memorializing the elements of the Specific Plan analysis
providing for project oversight and management, and stipulating joint funding provisions,
has been prepared and agreed to by the respective agency staffs.
