', Contra Costa SUBJECT: APPROVING THE EIGHTH AMENDMENT TO THE CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL SERVICES FOR REMODELING AT 1305 MACDONALD AVENUE,RICHMOND,FOR SOCIAL SERVICE '� ° County DEPARTMENT(WH368D,formerly WH36813) SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION A. APPROVE Eighth Amendment authorizing extra work under the consulting services agreement dated February 1, 1994, with Wilson, Wilson and Associates, Inc., for architectural services for Remodeling at 1305 MacDonald Avenue, Richmond, for Social Service Department. The Eighth Amendment increases the scope of services and increases the Payment Limit, as modified by the First through Seventh Amendments, from $217,185.00 to $226,656.45. B. AUTHORIZE the Director of General Services to execute the Eighth Amendment to the consulting services agreement, and to issue written authorizations for extra work, in addition to the authorizations for Amendments 1 through 8, provided that the cumulative total extra cost for such additional authorizations shall not exceed $25,000.00. II. FINANCIAL IMPACT Sufficient funds are available in the Plant Acquisition Account for this project to cover this increase in the Consultant's payment limit. III. REASONS FOR RECOMMENDATIONS/BACKGROUND A. On May 10, 1994, the Board approved an agreement with Wilson, Wilson and Associates, Inc. to provide design development, construction documents, bidding and construction phase architectural services for Remodeling at 1305 MacDonald Avenue, Richmond, and authorized the Director of General Services to issue amendments for extra work up to a cumulative total of$25,000.00. The Director of General Services issued the First and Second Amendments, which increased the scope of services to include a report, cost estimate, structural calculations, construction documents and construction contract administration for the seismic retrofit of 1305 MacDonald Avenue, Richmond. The First and Second Amendments increased the Payment Limit by a total of$21,200.00. C. On December 3, 1994, the Board approved the Third Amendment, which increased the scope of services to include floor plan revisions subsequent to approval of design development documents; furnishings and equipment plans; staging studies for remodeling; inventory of office landscape partitions, construction documents for removal and reinstallation of fixed, low partitions; changes to construction documents for remodeling, due to asbestos removal accomplished by the Public Agency under separate contract; additional construction phase services due to changes in scope. The Third Amendment increased the Payment Limit by $45,000.00 and authorized the Director of General Services to issue amendments up to a cumulative total of$25,000.00, in addition to Amendments 1, 2 and 3. D. The Director of General Services issued the Fourth through Seventh Amendments which increased the scope of services to include preparation of additional construction contract change documentation and revision of furniture and equipment floor plans. The Fourth through Seventh Amendments increased the Payment Limit by a total of$24,985.00. E. This Board Order approves the Eighth Amendment, which increases the scope of services to include (1) preparation of construction contract change documentation for changes due to unforeseen, hidden field conditions and due to changes in project scope; and (2) additional construction administration services due to extended time for completion of construction.. F. This Board Order authorizes the Director of General Services to issue amendments up to a cumulative total of$25,000.00, in addition to Amendments 1 through 8. The $15.00 remaining from the$25,000.00 that the Board authorized for the Director of General Services on December 3, 1994 is replaced by-the $25,000.00 authorized in this Board Order.
