Coordination Grant Requests
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Private Industry Council, on behalf of the Board
of Supervisors, to review agency proposals for State of California Department of
Education JTPA 8% State Education and Coordination Grants for possible
funding during Program Year 96-97 (July 1, 1996 - June 30, 1997).
II. FINANCIAL IMPACT:
None. 100 percent federal funds.
III. RECOMMENDATIONBACKGROUND:
The Chancellor's Office, California Community Colleges and the State of
California Department of Education (SDE) are soliciting responses for JTPA 8%
State Education and Coordination Grants. Responses must have been received by
3:00 p.m., Wednesday, May 29, 1996 at the California Department of Education's
Sacramento office.
The purpose of the grants are to enhance opportunities for JTPA eligible
students to have access to and participate in School-to-Career (STC)
systemic reform efforts, (including school based learning, work based
learning, and connecting activities) within the context of a larger School-to-
Career system. STC is designed to provide a solid academic and work-
based foundation that prepares JTPA eligible students to choose from a
variety of career options or enter post secondary education.

The goals are:
1) Strengthen School-to-Career curricula and instructional strategies
2) Strengthen School-to-Career comprehensive partnerships
3) Strengthen School-to-Career non-traditional employment
opportunities/equitable outcomes.
The maximum amount per proposal is $75,000; a 100% funding match is required.
The SDA must be the grant recipient and fiscal agent; the local educational
partner must be a public educational agency.
The actual selection of programs to be funded is made by SDE in conjunction with
the Chancellor's Office. To ensure local coordination and guard against
duplication of services, the State has required grant applications to have a sign off
of review by representatives of the SDA, CEO, PIC and School to Career
Partnership Administrator. Since the Contra Costa County PIC lacks County
general funds to support employment & training activities that could be used as
the required match, submittal of proposals is dependent upon the local educational
partner or consortium having the requisite funding match. This authorization
would be consistent with past Board action. Based on past experience, staff would
expect four to eight proposals will be submitted to SDE, with one or two to be
funded.
