Specific Request(s)or Recommendation(s)&Background&Justification
I. Recommended Action:
APPROVE the formation of two (2) landscaping assessment zones (Zones 5 and 66), and
FIND that the activity, the formation of the two (2) landscaping zones, will not have a significant effect
on the environment, and that they have been determined to be exempt from the California Environmental
Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk
for each activity, and
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee, for each activity,
to the County Clerk for filing of the Notice of Exemption.
II. Financial Impact:
There is no impact on the General Fund. The proposed landscaping assessment zones would pay the entire
cost of maintaining the landscape improvements.
III. Reasons for Recommendations and Background:
The formation of the two zones is to establish areawide parks and landscape beautification zones in the
Pacheco and El Sobrante communities. The formation of the two (2) new landscape assessment zones
provides the mechanism for collection of assessments, which enables the County to maintain these
landscape improvements.

Assessments are based on projected maintenance costs and will vary from zone to zone depending on
the type and amount of improvements to be maintained. Assessments may be adjusted periodically
for inflation and adjustments are not subject to CEQA.
The two (2) new zones are located in the following Central and West County locations:
Zone 5: Pacheco Area
Zone 66: El Sobrante Area

Delay in approving the activity may jeopardize the landscape maintenance funding.

DESCRIPTION OF THE ACTIVITY:
The Pacheco Municipal Advisory Committee and the Pacheco Town Council, in
conjunction with the County, propose forming and annexing a new landscape assessment
zone (Zone 5) in the Pacheco Area. The activity consists of the formation of one new
landscape assessment zone to be annexed to the Countywide Landscape District.
Formation of the new zone provides the funding mechanism necessary to collect
assessments to maintain the improvements (See Figures 1 & 2).
LOCATION:
Zone#5 is located in the Central County area of Pacheco.
