SUBJECT: Authorize the expenditure of up to $25,000 for a traffic signal at Willow Pass Road and
Loftus Road in Pittsburg.

SPECIFIC REQUESTS) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE the expenditure of up to $25,000 for a traffic signal at Willow Pass Road and Loftus
Road in Pittsburg.
II. Financial Impact:
No impact to the General Fund. The expenditure will be from the Road Fund and is in the
1995/1996 Budget.
III. Reasons for Recommendations and Background:
The Pittsburg Unified School District is constructing a new elementary school at Hanlon Way and
Loftus Road in Pittsburg. It was determined that a traffic signal at Willow Pass Road and Loftus
Road is necessary due to the increase in pedestrian traffic (school children) at the intersection.
Part of the intersection is within the County,and the City of Pittsburg requested the County to
participate in the cost of the traffic signal. The County has agreed to contribute approximately
25% of the project cost, up to $25,000. These funds have been budgeted for this fiscal year. The
remaining funds will come from the City of Pittsburg and the School District. The County has
performed the traffic signal design and will do the controller testing for the project as part of its
share. County will notify the City of its costs after each phase of the County's work is completed.

III. Reasons for Recommendations and Background: (Continued)
The City of Pittsburg is advertising for bids and administering the construction of the project. The
County will provide some oversight during construction and participate in the final inspection and
acceptance of the project. Once the project is accepted and final costs have been determined,
the City of Pittsburg will bill the County for its share which will be 25% of the project cost or
$25,000, whichever is less, minus the cost for the services performed by the County.
IV. Consequences of Negative Action:
Lack of authorization for this expenditure will jeopardize the project funding.
