SUBJECT: Request the Contra Costa County Fair Board to Discontinue
Holding Gun Shows at the Fairgrounds
SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AIM JUSTIFICATION
Recommendation:
In the spirit of cooperation with neighboring counties to discontinue gun shows, and in response
to the adopted positions of the voters of Contra Costa County contained in Measures C, D and P
in November 1994 to reduce the number of firearms in public circulation, the Board of
Supervisors of Contra Costa County requests the Contra Costa County Fair Board to
discontinue the practice of contracting with gun show promoters and to cease holding gun
shows at the Contra Costa County Fairgrounds.
Background:
Recently, San Mateo and Santa Clara counties have decided to discontinue gun shows at their
respective county fairground facilities. Alameda County is currently renegotiating its fairgrounds
management contract to discontinue gun shows at the Alameda County Fairgrounds.
The Contra Costa County Fair and Fairgrounds, unlike these neighboring counties, are a State of
California entity and not controlled by county government. The Contra Costa Co)jhty Fair Board
is composed of county residents who are appointed by the Governor of the St)ste of California.
Thus, the Contra Costa County Board'of Supervisors is limited to advising"e County Fair Board
of policies or actions that it would like to see in place. Currently, there arelthree gun shows held
annually at the Contra Costa County Fairgrounds.

Supervisor Smith introduced this item and there was some discussion by
Board members.
Supervisor Torlakson expressed concern that there are no documented
problems with the gun shows at the County Fairgrounds and that it may be
premature to ban something that has not been shown to be a problem.
Following the discussion, Chairman Smith invited public comment on the
matter and the following persons addressed the Board:
Richard Graham, 407 Harlow Drive, Antioch;
Nathan Zeliff, 18 Crow Canyon Court #205, San Ramon;
Phyllis Ceaser, 22 San Jose Court, Walnut Creek,
Jerry Avalos, 2351 Sequoia Drive, Antioch;
Ellen Schwartz, Healing Our Nation From Violence, 1300 Civic Drive,
Suite 5, Walnut Creek;
Bruce Johnson, 2801 Carmona Way, Antioch;
Mike Haas, Contra Costa County NRA-ILA Membership Council - West
County, 3867 La Colina Road, EI Sobrante; and
Andres Soto, 2420 Lowell Avenue, Richmond.
Following the close of public comment, the Board members discussed the
feasibility, of referring the matter to the Family and Human Services
Committee with instructions to investigate issues including law
enforcement procedures applicable to gun shows, the sale of guns to
individuals who are required to show proper identification, and the
availability of gun safety education programs.
IT IS BY THE BOARD ORDERED the issue of whether to request the Contra
Costa County Fair Board to discontinue gun shows at the fairgrounds is
REFERRED to the Family and Human Services Committee for review and
report to the Board of Supervisors following compilation of requested
information and investigation of possible violence prevention efforts and
gun safety educational programs.
IT IS FURTHER ORDERED that the Violence Prevention Project is
REQUESTED to examine to what extent gun sales are being conducted
without the proper identification procedures in the County;
IT IS FURTHER ORDERED that the Family and Human Services Committee
is REQUESTED to conduct a study of childrens' knowledge that guns are
dangerous and where they have learned about guns.

Brief Summary:
AB 638 provides for uniform standards with regards to
concealed weapons permits. Current law allows for a concealed
weapons permit to be issued only at the sole discretion of a
sheriff or police chief. This has led to favoritism and abuse in
some areas around California such that ordinary law abiding
citizens cannot obtain a permit for lawful self-defense.
AB 638 allows for the issuance of a concealed weapon permit,
under strict guidelines, within 15 days of a background check and
along with a sworn written statement signed by the prospective
licensee. The permit to carry could only be issued if the
applicant met the specific uniform standards criteria, including
mental stability and a clean criminal record. Permits would be
denied to those in criminal street gangs, and to those who have
participated in a domestic violence diversion program with the
past ten years. In addition, a police chief or sheriff can still
ultimately stop the issuance of a concealed weapon permit for
cause.
