C. 90 LETTER dated March 7, 1996, from Michael M. Wolfe, Landman, Capitol Oil Corporation,
1545 River Park Drive, Ste 501, Sacramento, CA 95815, advising that the Corporation does
not wish to accept the pipeline franchise granted to them by the Board of Supervisors on
June 21, 1994.

C.91 LETTER dated March 22, 1996, from Elaine K. Kaiser, Chief, Section of Environmental
Analysis, Surface Transportation Board, Washington, D.C. 20423-0001, advising the
Board's Section of Environmental Analysis is preparing an Environmental Assessment (EA)
as part of its review of the control and merger application of the Union Pacific and Southern
Pacific Railroads, and that the EA will be issued in mid-April 1996 for public review and
comment.

As you are aware. TRANSPAC is very interested in the trar,sr0 »ati::n a^,d lance ;:se
issues surrounding the Pleasant Hill BART Station. We have requested a briefing by
affected local jurisdictions and agencies at our meeting of April 25, 1996.
As the area is primarily within the County's jurisdictions, we would appreciate the
assistance of your staff in developing as well as participating in the briefing. We
appreciate that there are many demands on staff time and hope that the Board can
respond affirmatively to this request.
