Recommended Action: ACCEPT the report on Travinfo and Intelligent Transportation Systems and DIRECT staff to continue to work with MTC and other agencies on the local portion of the program. II. Financiallmpact: None. III. Reasons for Recommendations and Background: Travinfo is an ambitious project to provide travelers with up-to-the-minute information on all modes of surface transportation enabling them to choose less congested routes, switch modes, or reschedule trips, resulting in decreased congestion and vehicle emissions. Travinfo is a federally funded field operational test project which aims to test the thesis that the availability of accurate timely information can influence travel decisions. MTC expects that Travinfo will become a powerful factor affecting travel behavior in the Bay Area. There has been significant participation by local agencies. The first fully functionally Traveler Information Center (TIC), housing the public domain database and supporting the database update and dissemination will open in Oakland in April 1966. A second TIC will be added in San Jose, and is scheduled to begin operation in late 1966. Once this is complete, Travinfo will operate for two years as a demonstration project. Reasons for Recommendations and Background: (Continued) Of local concern is the diversion of traffic from the major freeway routes to the local system. The County along with other local agencies will work cooperatively with Caltrans and MTC to assure that this will be minimized. MTC is also working with the local agencies in Central County to establish an adjunct to the Travinfo System. This system under the Early Deployment Program of MTC's Intelligent Transportation System, will identify regional corridors to monitor traffic flow. It is intended that the data produced will be used to develop a system that provides for the efficient management of the arterial routes. The ultimate end of this program could be a regional traffic management system to supplement the freeway system. The Board should endorse the concept of efficient management of the regional arterial system and direct staff to work with the cities, the Transportation Authority, Caltrans and MTC to develop the system and an adequate funding source. IV. Consequences of Negative Action: None.
