FISCAL IMPACT No General Fund impact. HOME funds are allocated by formula, through the U. S. Department of Housing and Urban Development (HUD)to the Contra Costa Consortium. Garnett) THE BOARD OF SUPERVISORS Resources for Community Development AND COUNTY ADMINISTRATOR (via CDD) B (L4.'4- ,DEPUTY BACKGROUND/REASONS FOR RECOMMENDATIONS Resources for Community Development (RCD) is in the process of developing a 12-unit rental complex in Pacheco for physically disabled persons who have HIV/AIDS. On March-19,.1996, the Board of Supervisors approved an allocation of $200,000 in FY 1995 Housing Opportunities for Persons with AIDS (HOPWA) funds for site acquisition. On March 12, 1996, as part of the public hearing to approve the Contra Costa County FY 1996/1997 for submission to the U.S. Department of Housing and Urban Development (HUD), the Board of Supervisors also approved an allocation of$384,000 in FY 1996 HOME Investment Partnership Act (HOME) funds to RCD for this project. HOME funds, which represent the final financing required to complete this project, will be used in conjunction with HUD Section 811 funds for.the development and construction of this facility. When complete, this project will provide 12 fully-accessible one-bedroom units of rental housing for households with incomes at or below 50 percent of area median income(AMI). Five of the units will be assisted with HOME funds, and will be occupied by and affordable to households with incomes at or below 30 percent AMI. Eleven units will be reserved for persons with HIV/AIDS, with the remaining unit reserved as a manager's unit. Project amenities include a community,room with kitchen and dining facilities, laundry room, manager's office with space for visiting service providers and case managers, and fully accessible outdoor courtyard. In addition, RCD will provide residents with access to supportive services, including: medical care and mental health counseling; benefits advocacy; substance abuse counseling; education and job placement; emergency financial assistance for food, housing and transportation; grocery assistance and delivery programs; nutritional counseling; home nursing care and intermittent attendant care; money management; and grief counseling. The total cost of this project is: $1,494,901. Consortium HOME funds will be used for RCD project management and developer fees, and for partial construction of the improvements to the property. HOME funds will be provided contingent upon HUD approval of the Contra Costa County Consolidated Plan FY 1996/1997, submitted March 15, 1996. All County funds provided to RCD for this project will be in the form of a 50-year deferred loan. Affordability and use restrictions will be recorded against the property and will apply throughout the loan term. At the end of 50 years, the loan may be renegotiated in exchange for an additional period of required affordability and use as housing for disabled populations. RCD has developed over 200 units of housing in Alameda and Contra Costa County, including units for very-low and low-income households,the homeless,,mentally and physically disabled persons, and people with HIV/AIDS. RCD will contract with an experienced housing management firm for the operation of Aspen Court. Selection of the management firm will be subject to the approval of both the County and HUD. Completion of this project will contribute substantially to the County's efforts to serve the low-income, the physically disabled, and people with HIV/AIDS. These charges were considered at the Administrative Hearing held February 1, 1996 . A total of 266 records are included, representing $53 , 729 . 26 in delinquent charges and $7, 980 . 00 in County Administrative fees for a total $61, 709 . 26 . Please arrange to have these charges considered by the Board of Supervisors so that liens can be placed against the properties at the earliest possible date. After approval by the Board, you will need to attach a certified copy of the Board' s resolution, and forward it with the list to the County Recorder for recording. After the recording is completed, please return to us a copy of the documents bearing the Recorder' s stamp and Document reference numbers . We will need this information to release the liens when they are paid. The next administrative hearing for the County is scheduled for Thursday, June 6, 1996 . FISCAL IMPACT None to the County General Fund. Offsetting revenues are provided for in the Franchise Agreement to cover county staff,costs related to these activities. County Administrative Fees are included in lien amounts. BACKGROUND/REASONS FOR RECOMMENDATIONS t 1. Ordinance Code Section 418-6 provides for mandatory subscription for all occupied premises within r the unincorporated area and procedures for enforcement of the ordinance. Richmond Sanitary Service (RSS) procedures includes a notice and hearing process. The levy list includes all the liens from the hearing held on February 1, 1996 at which.Community Development staff was present.
