SUBJECT: Approve Termination of Medical Specialist Contract
#26-917-5 with Robert A. Hardy, M.D.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Department to issue a
30-day advance written notice to Robert A. Hardy, M.D. to
terminate Medical Specialist Contract #26-917-5, effective close
of business on May 16, 1996.
II. FINANCIAL IMPACT:
Net savings to the Department by converting from Contracts to
salaried employee positions is anticipated to generate between
$100, 000 to $200, 000 annual savings.
III. REASONS FOR RECOMMENDATIONS BACKGROUND:
On February 6, 1996, the Board of Supervisors approved Medical
Specialist Contract #26-917-5 with Robert A. Hardy, M.D. ,
effective November 1, 1995 through October 31, 1996-, for the
provision of professional Ophthalmology services.
The Division of Hospital and Health Centers began a recruitment
process in 1995 to identify candidates for two full-time
ophthalmologists. The Division has been contracting with four
private ophthalmologists, each of them working approximately half-
time.
The contract ophthalmologists were offered the opportunity to
apply for the full-time positions. Each declined. In addition,
they have been kept informed of the progress of the recruitment
efforts. A candidate for the first position has been selected.
He started work on April 1st. It is anticipated that the second
position will be filled by July of 1996. This will result in an
additional contract cancellation.
Approval by the Board of Supervisors will allow the Health
Services Department to issue 'a thirty-day advance written notice
to the Contractor, in accordance with Paragraph 4 . (Termination)
of the Contract, that Contract #26-917-5 is terminated effective
close of business on May 16, 1996.

The purpose of this letter is to notify you that the County's
contract with you (Medical Specialist #26-917-5 for Ophthalmology
Services) is being terminated.
Therefore, this letter provides you with thirty (30) days formal
advance written notice that Medical Specialist Contract #26-917-5
is hereby terminated effective close of business on May 16, 1996,
in accordance with Paragraph 4 . (Termination) of the Contract.
