HomeMy WebLinkAboutMINUTES - 04161996 - C47 v 7 C.� r v To: BOARD OF SUPERVISORS `�"SE_;L•°_ Contra FROM: PHIL BATCHELOR, COUNTY ADMINISTRATOR Costa County DATE: April 10, 1996 SUBJECT: LEGISLATION: SB 2078 (Costa) EXPRESSING THE INTENT TO PLACE A BOND MEASURE FOR JUVENILE FACILITIES ON THE BALLOT IN 1996 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT a position in SUPPORT of SB 2078 by Senator Jim Costa, which expresses the Legislature's intent to place on the ballot in 1996 a general obligation bond measure to provide funding for construction and remodeling of local facilities for the treatment, rehabilitation, and punishment of juvenile offenders. BACKGROUND: The Board of Supervisors has supported a continuum of care for juvenile offenders so that each minor can be placed in the least restrictive and most appropriate level of care. This includes the need to replace the existing juvenile hall facility. The Juvenile Systems Planning Advisory Committee has been authorized to seek funding for the project, which will require a total investment of at least $50 million. Senator Costa has introduced SB 2078. This measure may be amended to actually become a bond measure for juvenile facilities. As introduced, it simply expresses the Legislature's intent to place such a measure on the ballot in 1996. In view of the investment the County has made already in seeking solutions to the problems of juvenile offenders, it appears appropriate to indicate the Board's support for SB 2078, with the hope that the bill will be amended shortly to actually become a bond measure. LEGISLATIVE COUNSEL'S DIGEST S13 2078, as introduced, Costa. Juvenile offenders: facilities: bonds. Existing law authorizes the juvenile court to commit any minor who has been adjudged a ward of the court on the basis of criminal conduct to specified local juvenile facilities. This bill would state the intent of the Legislature to place a general obligation bond measure on the ballot in 1996 for the purpose of providing funding for construction and remodeling of local facilities for the treatment,rehabilitation, and punishment of juvenile offenders. This bill would declare that it would take effect immediately as an urgency statute. Vote: 2/3. Appropriation: no. Fiscal committee. no. State-mandated local program: no. The people of the State of California do enact as follows. I SECTION 1. It is the intent of the Legislature to place 2 a general obligation bond measure on the ballot in 1996 3 for the purpose of providing funding for construction and 4 remodeling of local facilities for the treatment, 5 rehabilitation, and punishment of juvenile offenders, 99 SB 2078 — 2— 04147 1 SEC.2. This act is an urgency statute necessary for the 2 immediate preservation of the public peace, health, or 3 safety within the meaning of Article IV of the 4 Constitution and shall go into immediate effect.
