REAPPOINT to the Substance Abuse Advisory Board for a three year term ending

BACKGROUND:
Mr. Aswad's term of office on the Substance Abuse Advisory Board expires June 30,
1996. Our Committee, at our meeting on April 1, 1996, considered what process
should be followed to fill this seat. Mr. Aswad has been a valuable member of the
Substance Abuse Advisory Board and is interested in being reappointed. As a
result, we are recommending that Mr. Aswad be reappointed for a full three year
term.

Attached is some background information regarding Mr.Tom Aswad. Mr. Aswad does want
to be reappointed and has been a very valuable member of the Substance Abuse Advisory
Board.

SUBSTANCE ABUSE ADVISORY BOARD
MEMBERSHIP: Twenty
Members shall have a professional interest in, or personal
commitment to, alleviating problems related to drug abuse and inappropriate
alcohol use in their community.
Three representatives to be nominated by each members of the
Board of Supervisors.
Five at-large members to be nominated by the Internal
Operations Committee to insure geographic, racial and ethnic diversity on the
Advisory Board.
Any individual who is a paid employee of or a paid consultant to
any agency which contracts with the County on behalf of its Health Services
Department for any drug or alcohol-related programs is prohibited from serving on
this Board.
Any individual who is a volunteer member of the Board of
Directors of any agency which contracts with the County on behalf of its Health
Services Department or any drug or alcohol-related program is discouraged from
serving.
ESTABLISHED: August 11, 1992 by Board Resolution 92/565

TERM: Three years ending June 30.
FUNCTIONS: Duties previously specified in Section 11809 and Subdivision (k)
of Section 11964 of the Health and Safety Code.
