Approve and authorize the Sheriff, or his designee, to increase the fees paid by every
person applying for'the,Sheriff's Custody Alternative Program by $25. The fee would
be used to pay the cost for the authentication of an arrest by a fingerprint verification.
II FINANCIAL IMPACT
Approval of this authorization will allow the Contra Costa County Central Identification
Services (CIS) to recover its costs for providing identification services for Custody
Alternative participants. This fee would enable CIS to increase its level of service at
no additional cost to the County.
III RFASONS FOR RF('OMMFNDATION
The costs related to the verification of an arrest by a fingerprint comparison are a
legitimate part of the total cost to administer the Custody Alternative Program. The
Custody Alternative Bureau processes approximately 4000 participants per year. The
time needed for CIS to verify or establish an identification and update the arrest history
for this number of participants is between 1300 and 1600 hours annually. This
requires dedicating the equivalent of one Fingerprint Technician' to verify the identity
of Custody Alternative participants. In addition to the direct costs of providing this
service, there are significant indirect costs. These costs include time for. the
Technicians to input inked fingerprint records into the CAL-ID computer data base and
to correct errors in the Department's Jail Management System's Arrest History data
base.

The fingerprint work generated by the Custody Alternative Program has resulted in CIS
not being able to conduct fingerprint verifications of persons being arrested, cited, and
released by the CAL-ID User Agencies. Also the cite and release fingerprints are not
being added to the Automated Fingerprint Identification System (AFIS) data base. The
inability to add these fingerprints to the AFIS data base lessens CIS's ability to verify
or establish the identification of individuals. This reduced ability lowers the level of
service CIS provides its clients, including Custody Alternative. This could effect the
Custody Alternative Bureau's ability to evaluate someone's suitability for the program.
The fingerprint verification fee would allow hiring the Technicians necessary to do the
Custody Alternative generated fingerprint work and a share of other CIS's tasks.
IV BACKGROUND
The County and other User Agencies have made a substantial investment in the
purchase and operation of the CAL-ID Automated Fingerprint Identification System.
While the operation of the system has been highly successful, the full realization of the
benefits the system lasted only a short period of time. Budget cuts forced staff
reductions and the effectiveness of the program declined.
The revenue from the identification verification fee would aid in moving towards
maximizing the productivity of the CAL-ID system again. The CAL-ID AFIS has been
operational in Contra Costa County since August 13, 1988. The potential of the
system was not realized until 1991 when the Central Identification Bureau's Inked
Fingerprint Detail was able to provide 24-hour, On-Line fingerprint verifications of the
majority of persons being arrested and fingerprinted. This included the Custody
Alternative participants. Among the benefits were (1) a reduction in the number of
people giving false names when arrested, (2) an increase in the number of outstanding
warrants being served, (3) quality control of the inked fingerprints being obtained at
the time of booking, (4) verifiable arrest and criminal history records, and (5) a high
quality AFIS data base that increased the rate of identification of both arrestees and
crime scene latent prints.
On July 1, 1994, the staff of the Inked Fingerprint Detail was cut by one-third. All
aspects of the CAL-ID program have been adversely impacted, including the timely
verification of Custody Alternative applicants. The loss of quality control of the
fingerprints being submitted was the most negative result of not operating the 24-hour,
On-Line service. This has impacted the effectiveness of the entire CAL-ID program.
For the past five years, Contra Costa has enjoyed a 30 percent hit rate of the crime
scene latent prints searched, the highest in the State of California. Since July 1 , 1994,
there has been a drop to 26 percent.

V CONSEQUENCFq OF NEGATIVE ACTION
Those participating in the Custody Alternative Program will not be paying their fair
share of the cost. This is approximately $80,000 annually. Without them paying
criminals will avoid detection. For example, in July 1994, a Federal fugitive was
released because he was arrested on a weekend when the Central Identification Bureau
was not staffed. Among the 27 "liars" identified in July 1995, was (1 ) a violent car-
jacker released the day after a warrant was issued because the name on the warrant
was not the name he was booked under, and (2) a person wanted in three counties for
failure to appear on drunk driving charges was released before he was identified. In
February 1995, a Custody Alternative participant was determined to have a $5000
drunk driving warrant in a name other than the one given to Custody Alternative
