RECOMMENDATIONS:
1. AGREE that there needs to be an organized method for family and human
services contract agencies to provide policy advice to and raise operational
concerns with the County.
2. AGREE that there needs to be an organized method for advisory boards
addressing family and human services programs to more closely coordinate
their policy advice with each other while still providing direct advice to the
department(s) with which they work most closely.
3. AGREE that any effort to coordinate the provision of policy advice to the
Board of Supervisors in the area of family and human services must include
the input of the affected County Departments.
4. AGREE that the primary County Departments which provide family and human
services to the residents of the County need to have a structured forum
through which they can:

❑ Identify, discuss and resolve issues which affect more than one
Department, including the need to leverage resources, to work together
on common outcomes for family and human services, and to streamline
systems for proven efficiency and effectiveness.
❑ Discuss those problems and issues the Departments share in common
with private non-profit agencies.
❑ Receive and discuss input from the various advisory boards in the
family and human.services area;
❑ Discuss with the "customer" recipients of services provided, their
perspective regarding services they receive;
❑ Meet with representatives from the advisory boards, private non-profit
agencies, customers and other appropriate parties to discuss common
issues, challenges, problems, opportunities, resources, and priorities
and formulate advice on these issues which can be presented to the
Board of Supervisors through the Family and Human Services
Committee.
❑ Appoint sub-committees to address specifically identified issues which
need additional detailed staff research. Discuss those issues with
advisory boards, contract agencies, customers and others in the
community, research those issues, and identify solutions which can be
formulated and presented for input by all interested and affected parties
before recommendations are made to the Board of Supervisors. One
permanent task force would be on contractor issues and another would
be on advisory board issues - see detailed description below.
5. AGREE that each County Department providing family and human services
has a defined role to perform and needs to have the flexibility to continue to
provide its services and conduct day-to-day business without having to have
every issue or decision subject to interdepartmental decision-making when the
issue does not have interdepartmental implications.
6. In view of the above, ESTABLISH a Family and Human Services Policy
Forum consisting of the following:
1. The County Administrator, who will chair the Policy Forum
2. The Health Services Director
3. The Social Service Director
4. The County Probation Officer
5. The Community Services Director
6. The Executive Director, Private Industry Council
7. The Executive Director, Housing Authority
8. The Juvenile Court Judge

9. The Sheriff-Coroner
10. The County Superintendent of Schools
11. A representative of the School Districts, preferably from a school district
which is already working with the County on various family and human
service programs.
The above individuals will also form an Executive Committee for the Policy
Forum. In addition to the Executive Committee, the Policy Forum will include:
12. One representative from the Countywide Youth Commission
13. A city representative appointed by the Public Managers' Association,
preferably from a city which is already working with the County on
various family and human service programs.
14. A law enforcement representative appointed by the Police Chiefs'
Association, preferably from a city which is already working with the
County on various family and human service programs.
15. A representative from a local foundation or other funding agency such
as the United Way or S.H. Cowell Foundation.
16. One labor representative, to be selected by the Labor Coalition.
17- 23. A representative from each member of this County's State & Federal
Legislative Delegations, as follows:
✓ 7th Congressional District
✓ 10th Congressional District
✓ 7th Senate District
✓ 9th Senate District
✓ 11th Assembly District
✓ 14th Assembly District
✓ 15th Assembly District
with the understanding that the actual number of seats will be reduced
to not more than three, if legislators or members of their staff choose
not to participate.
24-26. Three representatives from consumers of the family and human
services provided by the County, to be selected through a process
established by the Executive Committee of the Policy Forum.
27-29. Three community representatives, representing interests other than
consumers of services, contract agencies and advisory boards, to be
selected through a process established by the Executive Committee of
the Policy Forum.
7. REFER to the County Administrator the request of the contract agencies for
3-5 seats on the Policy Forum and one seat on the Executive Committee,
DIRECT the County Administrator's staff to meet with contract agencies in an
effort to devise a method of defining and selecting a representative number
of contract agency representatives to serve on the Policy Forum and
Executive Committee and RETURN his recommendations to the Board of
Supervisors for further consideration.

8. DIRECT that a Task Force of the Policy Forum be formed for the purpose of
identifying, discussing and proposing solutions to problems identified by those
private, non-profit, community-based agencies which contract with the County
to provide family and human services in the County.
9. REAFFIRM the Board's position that the role of each Advisory Board must be
spelled out in writing and that each advisory board must be encouraged to
perform its role.
10. REAFFIRM the Board's position that all advisory boards should have a sunset
date at which time the Board of Supervisors should review the
accomplishments of an advisory board and determine the future charge to the
advisory board.
11. REAFFIRM the Board's position that the independence and objectivity of
advisory bodies are important and that the Board should, therefore, be
advised whenever a County employee, board member or employee of a
community-based agency which contracts with the County is recommended
for appointment to an advisory body so the Board of Supervisors can consider
whether there are factors which clearly outweigh the concerns which arise
from the real or perceived conflict of interest in appointing such individuals to
advisory bodies.
12. DIRECT that a permanent Task Force of the Policy Forum be formed for the
purpose of identifying, discussing and proposing solutions to problems
identified by those advisory bodies which have as a significant role the
oversight of family and human services which are provided by the County.
13. AUTHORIZE the Family & Human Services Policy Forum's Executive
Committee to establish Task Forces, in addition to those on contract issues
and advisory board issues, on a subject matter, ad hoc basis as need
indicates in order to study issues, identify operational problems, explore
opportunities, prepare grant applications for funds, and otherwise focus for the
Policy Forum issues, alternatives and options which the Policy Forum should
consider.
14. RECOGNIZE the need of some consumers of services to have financial
assistance with transportation and child care in order to properly participate
in the work of the Policy Forum and DIRECT the Executive Committee of the
Policy Forum to insure that the necessary resources are made available to
those members of the Policy Forum who require this assistance.
15. RECOGNIZE the need of the community to be as aware as possible of
opportunities to participate in the work of the County, its Departments, the
Task Forces and the Policy Forum itself and for that reason DIRECT the
Executive Committee of the Policy Forum to study various mechanisms by
which the work of these groups can be better advertised to the community,
including the use of electronic technology and the Internet.
16. REQUEST each member of the Policy Forum, in order to further
inclusiveness, to report back to the group, agency or organization he or she
represents on the activities of the Policy Forum.
17. RECOGNIZE that in order to be effective and demonstrate the commitment
of the County to the work of the Policy Forum and its Task Forces the Policy

Forum and Task Forces must have a commitment of professional staff and,
therefore, DIRECT the Executive Committee of the Policy Forum to provide
staff support to the Policy Forum, to the Contract Agency and Advisory Board
Task Forces, and to any additional Task Forces the Executive Committee
agrees to establish.
18. DIRECT the County Administrator, as the Chair of the Family and Human
Services Policy Forum, to report regularly to the Family and Human Services
Committee of the Board of Supervisors on issues on which the Board of
Supervisors should act or which should be brought to the attention of the
Board of Supervisors.
19. In view of the establishment of the above structure for coordinating the
interdepartmental activities of those County Departments that provide family
and human services, for coordinating the policy advice the Board of
Supervisors receives from its advisory boards and for coordinating the input
received from private, non-profit, community-based agencies,
RESTRUCTURE the Policy Academy in accordance with this report so that
it includes the Policy Forum, the Executive Committee and the process by
which interdepartmental issues are reported back to the Family and Human
Services Committee and the Board of Supervisors, and ABOLISH the Youth
Services Board and Expanded Youth Services Board effective March 1, 1996.
20. REFER to the County Administrator the recommendations of the Policy
Academy for the creation of a dedicated Children's Budget and for the
establishment of a Children's Budget Office.
BACKGROUND:
On November 28, 1995, the Board of Supervisors approved a report from the Family
and Human Services Committee and referred to the 1996 Family and Human
Services Committee the issue of how to better coordinate policy advice to the Family
and Human Services Committee and the Board of Supervisors. Among the
recommendations approved by the Board of Supervisors were the following:
1. DIRECT the County Administrator to circulate the attached report to all affected
departments,advisory bodies and the Policy Academy, requesting their input,
comments and recommendations.
2. DIRECT the County Administrator's staff to meet with the Policy Academy to
review the attached report with its members and seek their input and
comments.
3. DIRECT the County Administrator to make whatever revisions he deems
appropriate to the attached document and return a revised draft of the
document, along with all comments which have been received, to the 1996
Family and Human Services Committee during the month of January, 1996.
6. REMOVE these subjects as a referrals to the 1995 Family and Human Services
Committee and instead REFER them to the 1996 Family and Human Services
Committee.
Since November 28, 1995, the original policy paper has been circulated to specified
advisory boards in the family and children's services area, to the Policy Academy
and to private non-profit agency contractors identified by the Health Services, Social
Service, Community Services and Probation Departments. Staff has met with the
full Policy Academy on two occasions and with the Executive Committee of the
Policy Academy. Staff has also met with a delegation from the Contractors' Alliance.
Several letters have been received which are attached. All of the above individuals
and organizations were notified of our Committee's meeting on February 26, 1996

and invited to attend. Based on the oral and written comments which have been
received, the original proposal has been revised by staff in an effort to incorporate
and accommodate as many of those comments as possible. Additional last minute
written comments were received from the Policy Academy too late to be
incorporated into the document. Those recommendations are being referred to the
County Administrator for further consideration.
On February 26, 1996, the Family and Human Services Committee met with in
excess of 50 individuals and organizations, including representatives of advisory
boards, contract agencies, members of the Policy Academy, and County staff. Mr.
Batchelor reviewed the revised proposal which had been provided to our Committee
and all of the interested agencies and individuals.
Gary Rutkin, from the County Office of Education, summarized the additional
recommendations from the Policy Academy which are attached, particularly relating
to the need for a Children's Budget and a Children's Budget Office. He also asked
that the County Superintendent of Schools be named as their representative, rather
than simply a representative of the Superintendent. This change has been
incorporated into our report.
Rick Aubry, on behalf of the Contractors' Alliance, asked that some representative
number of contractors be added to the Policy Forum, perhaps 3-5 additional seats,
in order to represent the variety of contractors and County Departments and
programs that are involved. In addition, Mr. Aubry and others asked that at least one
contractor be included on the Executive Committee. We have asked the County
Administrator's staff to meet with the contractors in an effort to work out a mutually
acceptable solution to these recommendations and return to the Board of
Supervisors with a proposal to expand the Policy Forum. Mr. Aubry also noted that
the Contractors' Alliance only represents the Substance Abuse and Mental Health
Contractors and that there is a need to consult as well with those agencies which
contract with the Social Services, Community Services, and Probation Departments,
as well as the remainder of the Health Services Department.
We believe that approval of the above recommendations will provide a forum in
which better priority-setting can be accomplished, the existing strategies of the
Policy Academy can be pursued, policy discussions can be held involving all
affected parties and administrative issues can be addressed and hopefully resolved.
Our Committee will continue to report on this whole subject matter on a regular
basis.

RE: Policy Academy Report
The current Policy Academy was requested to provide feedback on a proposal for
restructuring the Policy Academy. We met with Mr. Van Marter on three occasions
and have been discussing this in both our Steering Committee and at our regular
meetings in December, January and February.
The Policy Academy was asked to comment on the proposed restructuring; but
because of the strong feelings among the members of the existing Policy Academy,
we also wish to provide input regarding policy issues.
EXISTING POLICY ACADEMY
POLICY RECOMMENDATIONS
The existing Policy Academy has not been able to function as it was originally
designed because the policy makes were never at the table (with the exception of
former CPO Jerry Buck who did attend joint meetings with other Policy Academy
counties) . The vital input department heads could have been made was absent, and
critical momentum was lost.
We are at a critical juncture, and there has never been a greater need for services
because social situations are reaching a critical mass. The citizens in the
communities we serve (who cross all economic strata) are either reaching or in crisis,
and their perception is that government is neither simple to access nor responding
to their needs.
With these ideas in mind, the existing Policy Academy urges the adoption of the
following policy issues:
1. Create a dedicated Children's Budget by setting aside a percentage of
the overall budget. This budget is not to be created by simply looking
services currently provided and taking those program dollars to create the
new budget unit. Rather, a set percentage, which may be higher than the
current budget dollars, creates this budget. Accountability will be a key
issue in determining ongoing funding.
2. Establish a Children's Budget Office. Hire a technical consultant and
adequate support staff. Do not merely give current employees additional
responsibilities. The function of this Office will be to:
A. Design a continuum of care and services model for families and
children to which departments can then collaboratively apply
resources;
B. Identify departmental duplication and areas of converging tasks
for which departments could share staff; and
C. Explore opportunities for new funding and leverage all dollars to
the extent possible.
3. Continue the efforts to appropriately reduce out-of-home placement.
While this strategy was endorsed by the Board of Supervisors last year, we
are concerned that this particular strategy may stall, fall through the cracks
in this restructuring, or even be abandoned.
4. Recommit to services that are interagency, timely, family focused, and
as close to home as possible.
5. Direct the Policy Forum to continue to develop, in consultation with the
Children's Budget Office, an evaluation model that can be used to measure
department success toward integrated collaboration (the existing Policy
Academy has been working on this) .
6. Reconvene the (old) Operations Committee. This committee should be
charged with extending this continuum design of collaboration into a greater
cooperation with other governmental units, the schools and community-based
organizations.

The current Policy Academy recommends that no criteria for selection be established
for the Police Chiefs' Association positions for both a Chief (Executive Co&lmmittee)
and representative (Policy Forum), the Youth Commission representative, the Public
Managers' Association, United Way, Labor, CBO's representative, and the Advisory
Board's representative and that each representative be selected internally by each
of those respective groups. Please see attached letter from Chief Larry Shaw of the
Brentwood Police Department. This explains our reasoning behind this
recommendation.

I have reviewed the copy of the report of the Staff and the Family and Human Services
Committee. It certainly seems like a beginning place to work toward handling question/problems
of multi-contract agencies or agencies which contract with more than one County Department.
My only question is one of simple logistics. Who would convene the "consortium of private, non-
profit, community-based agencies?" Would the group meet annually to designate a
representative? Would they determine length of term of the representative?
I wish I could be more helpful. Machrina Blasdell, our Executive Director, is off on family leave,
so this is a hasty response from a novice in County relationships. I hope other responses provide
more insight.

This letter is in response to the request for feedback on the Board of Supervisors'
efforts to create a Policy Council to coordinate policy advice from advisory boards,
county staff and non-profit contract agencies. Such a Council would include one
representative from a consortium of non-profit agencies. The underlying themes are
that such a Council would better coordinate information and would provide a cost
savings to the County of Contra Costa.
Having served for four years on the General Plan Congress, which was based on
similar themes, I know from experience that this noble attempt will not result in
better coordination or cost savings. The interests of the many non-profit
organizations that contract with the various County departments could not be
represented by a single individual on such a Policy Council. Even on the General Plan
Congress, there was more than one representative per constituency. Contract
agencies are an integral part of the overall system of services provided by the County,
not mere appendages.
Any and all constituents must be allowed direct input to their supervisors. This
includes non-profit organizations. I oppose the formation of the Policy Council in the
way it has been proposed.

Dear Mr. Van Marter:
The Board of Directors of Contra Costa Association for Retarded Citizens has reviewed
your letter concerning "Private Non-Profit Agencies Contracting with the Health Services
Department."
While we are very familiar with and sympathetic to the challenges of dealing with diverse
constituencies, we are very sobered by the implications of establishing a Policy
Committee such as the one being suggested. This apparently simple method of
"streamlining" the policy making process is in fact a significant step away from the basic
values of a democratic system of government. We believe there are deep and very
serious implications which must be considered and publicly discussed before moving
forward on this idea.
We strongly urge you to meet members of the Contractor's Alliance to discuss this
matter fully, as its importance warrants.
Initially, our particular concerns with the concept include:
1) The unlikelihood that a single individual could represent the wide variety of
services provided to the County by non-profit agencies.
2) The importance of balancing representation on the Committee to accurately
reflect the constituencies being served throughout the County.
3) The possible jeopardizing of County's federal funding for Community
Development Block Grants caused by reduction in community input to the
process.
We urge you to give this concept full and public discussion and consideration.

In response to your letter of January 16 - staff report
to the Family and Human Services Committe of the Contra
Costa County Board of Supervisors
Comments *Process for selecting representatives from
advisory boards and contract agencies to the Policy
Council - The interests of the many non-profit organ--
ization-s that contract with the county could not be
represented by a single individual on such a Policy Council .
Other comments - I can understand the frustration of the
committee with an uncoordinated volume of policy advice
however, any attempt to shield Supervisors from direct
input from any and all constituents is an affront to the
democratic process and should be avoided .
I thank you for the opportunity to respond to the County
Administrator ' s report.

SUBJECT: 2/12 POLICY ACADEMY/COUNCIL/FORUM MEMO
I have one comment and one observation.
Comment - Page 5 item 13 appears to direct the Executive Committee members to
provide staff support to the Policy Forum.
I believe staff support should come from the office of the County Administrator. I
am unalterably opposed to any type of assessment against Departmental Budgets to
fund an academy forum staff position. Given the limited resources available to my
department, resources which may be even more limited when the Federal Budget is
finally finalized - if this department had to supply staff resources it would probably
have to be me and my availability is extremely limited.
Observation- the 29 membership forum lacks any representation from the private for
profit sector. I do not know if this is by oversight or by design.
