C.48 LETTER dated February 16, 1996, from Lawrence D. Dahms, Executive Director,
Metropolitan Transportation Commission, 101 Eighth Street, Oakland, CA 94607-4700,
relative to the MTC's recommendations to the Work Program Committee that the 2-Lane
State Route 4 Bypass Project be added to the 1996 Regional Transportation Plan; and
advising that any additional improvement to the roadway and associated effects on RTP
funding decisions will have to wait for subsequent revisions to the RTP.

citing areas of concern relating to compliance provisions with the Safety Audit Agreement
and the good Neighbor Agreement.

and Housing Agency I am writing in response to your January 26, 1996 letter in which you urge the Metropolitan
EDWARD R.CAMPBELL Transportation Commission to include the locally funded State Route 4 Bypass in the current
Alameda County update of the Regional Transportation Plan.We had not intended to include any new projects
DORENE M.GIACOPINI in this year's update because of funding constraints, environmental impact analysis
U.S.Department of Transportation considerations,and federal.air quality conformity requirements. As MTC's staff has advised

San Mateo County comprehensive update in 1998 when we get a better picture of new federal legislation

The Contra Costa County staff have indicated that certain federal actions will be necessary to
TOM HStEH advance the project between now and the next time the RTP is updated.The County staff have

FRED NEGRI Based on the County staff information,MTC staff recommended to the Work Program
Napa County and Cities Committee on February 9 that the 2-lane project be added to the 1996 RTP. Any additional
