RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director, or her designee, to execute and submit to the State, on behalf of the County, Contract Amendment #39-809-2 (State #GCTR-5032 Amendment 2) with the California Department of Education which increases the total reimbursable amount by $68,873.; from $2,737,440 to a new total of $2,806,313, for growth and expansion of general child care services for eligible children residing in Contra Costa County, for the contract period from July 1, 1995 through June 30, 1996. II. FINANCIAL IMPACT: This amendment is funded through the California Department of Education. An appropriation adjustment will be submitted to include these funds in the FY 1995-96 Community Services Department budget. The contract amendment provides growth funding of $40,152 and expansion funding of $28,721. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On June 27, 1995 the Board approved Contract#39-809 with the California Department of Education for continuation of full-day, full-year general child care services for eligible children residing in Contra Costa County for,the period from July 1, 1995 through June 30, 1996, with a total reimbursable amount of$2,1664,694. On February 6, 1996 the Board approved Amendment#39-809- 1 which provided a cost-of-living adjustment of $72,746 for the contract term. Amendment #39-809-2 provides $40,152 of growth funding for this program for the contract term of July 1, 1995 through June 30, 1996. This amendment provides $28,721 of expansion funding effective January 1, 1996. The amendment allows the Department to use up to $8,616 of the expansion funding for one-time-only start-up costs. The Maximum Reimbursable Amount (MRA) payable pursuant to the provisions of this agreement shall be amended by deleting reference to$2,737,440 and inserting $2.806.313 in place thereof. Growth amount=$40,152 Expansion amount=$28,721 (effective 1-1-96) The priority for expending expansion money shall be for children from 3 to 5 years of age in accordance with the attached list of revised priorities which by this reference is incorporated into this contract. Up to $ 8.616 of the Expansion amount may be expended as one-time-oniy start-up costs in accordance with Education Code Section 8275 and the Funding Terms and Conditions. SERVICE REQUIREMENTS Minimum Child Days of Enrollment (CDE) Requirement shall be amended by deleting reference to 125.975.1 and inserting 129.144.6 in place thereof. Admission Priorities, Waiting List and Displacement Pursuant to 1995/96 Budget Act Control Language, expanded services shall be provided to eligible preschool children, age 3 to 5 inclusive . In expanding services to preschool children, ,,the following priorities shall apply: First Priority: Child protective services as defined in Section I above shall be admitted first . Within this priority, children receiving protective services through the local county welfare department shall be admitted first . Second Priority: All children and families who are not within the first priority for admission shall be admitted in accordance with family income, with the lowest per capita income admitted first . For purposes of determining the order of admission, public assistance grants are counted as income . When two (2) or more families have the same income the family that has been on the waiting list the longest shall be admitted first . Campus Child Care : Children of students attending the school at which the program is located shall be admitted first , in the order specified above . Except for situations where not all of the children in a family are certified based on child protective services or ..the child' s special need, a family that has a child or children enrolled in a program shall be allowed to enroll additional children provided there exists an appropriate program opening such as infant care or services to school age care children in which to enroll the child. When not all of the children in a family are certified based on child protective services or the child' s special need, the other children or the parents in the family must meet .both eligibility and need criteria as specified in Sections II .B and II . 0 above prior to enrollment and shall be admitted in accordance with priorities specified above . Contractors shall not deny service to nor assign a lower priority to a, family that needs less than full-time services . Contractors shall maintain a current waiting list in accordance with admission priorities . Contractors shall contact applicants in order of priority from the waiting list as vacancies occur. If it is necessary to displace families, families shall be displaced in reverse order of admission priorities .
