YANCEY, DISTRICT ATTORNEY4 •• Contra r Costa DATE: February 16, 19 9 6 County susrecT: personal Services Contract, Statewide Automated Child Support System/County Conversion Consultant SPECIFIC REQUESTS)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Authorize the District Attorney to execute a personal services contract, and any extensions or amendments thereto, �with- the State Department of Health & Welfare Agency for a County employee to- provide conversion consulting to the Statewide Automated Child Support (SACS) Branch in the amount of $29,226 (STATE FUNDS) for the period January 1, 1996 through June 30, 1996 . FINANCIAL IMPACT: None. There is no net county. cost associated with the approval of this request. The State Department of Health & Welfare agrees to pay to Contra Costa County, monthly in arrears, the total contract amount not to exceed $29,226 for the term of the agreement. There is a potential of $9,937 (34% of costs) in additional revenue, diminished only by the possible need to hire staff to fill the position. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Statewide Automated Child Support System (SACSS) must be fully operational and certified by the Federal Administration for Children and Families by October 1, 1997 . The system must be developed and implemented in a manner that meets the needs of all California' s District Attorney's Family Support Division in order to be effective. In order to fully represent the views and provide expert knowledge of County end user operation, a County Conversion team i ing formed within the Statewide Automated Child Support (SACS) Bran The team must include experts from several representative counties. Family Support 1 BY ,DEPUTY This agreement is to being entered into by and 'between the State Department of Health and Welfare Agency Data Center and the County of Contra Costa for the purpose of the County providing personal services to the (SACS) Branch by loaning an employee to serve in the capacity of County Conversion Consultant, pursuant to Government Code Section 19050 . 8 . CONSEQUENCES OF NEGATIVE ACTION: If the Statewide Child Support System project is not successful, the State will lose as much as two (2) million dollars per month of reimbursement of welfare monies collected and be subject to fiscal sanctions from the Federal Government which would, in turn, negatively impact the Counties . Contra Costa County would also lose the first hand knowledge and expertise gained, by one of its own staff members, which would assist in a smoother transition during conversion to SACSS.
