SUBJECT: A Resolution in Support of the Fourth Intercity Passenger Train for the
San Joaquin Corridor
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Adopt a resolution in support of continued state funding for the
fourth intercity passenger train in the San Joaquin Corridor
FISCAL IMPACT

BACKGROUND/REASONS FOR RECOMMENDATIONS
At its March 28-29, 1996 meeting, the California Transportation
Commission (CTC) is scheduled to take up the matter of continuing
state support for the fourth passenger train in the San Joaquin
Corridor, known as the SAN JOAQUIN service. Communities served by
the SAN JOAQUIN have been asked by the San Joaquin Rail Task Force,
as an inter-county advisory and advocacy committee for the SAN
JOAQUIN, to send resolutions in support of continuing the fourth
train to the CTC. Attached for your consideration is a Board
Resolution in support of continued funding by the State f the
fourth train (see Exhibit "A" ) .

RESOLUTION NO. 96/ 117
SUBJECT: A RESOLUTION IN SUPPORT OF THE FOURTH INTERCITY PASSENGER TRAIN FOR
THE SAN JOAQUIN CORRIDOR
WHEREAS, the fourth intercity passenger train on the San Joaquin
Corridor (known as the SAN JOAQUIN) enhances transportation options for
residents, business travelers, students, and tourists, and is vital in
dealing with the San Joaquin Valley' s growing population and the inter-city
travel needs between the Bay Area and the San Joaquin Valley; and,
WHEREAS, the fourth intercity passenger train lessens the number of
people on the highways, and, thus, reduces congestion and air quality
problems in both the San Joaquin Valley and the Bay Area; and,
WHEREAS, inconvenient scheduling and poor on-time performance have hurt
the SAN JOAQUIN'S ridership and the State has just begun implementing a new
strategic business plan that will improve service and increase the farebox
recovery ratio mandated by the State; and,
WHEREAS, the State ' s deployment of state-of-the-art California Cars for
the SAN JOAQUIN intercity service will provide passengers with a more
comfortable and convenient ride thereby attracting and retaining high
ridership levels; and,
WHEREAS, the State is now implementing a multi-million dollar public
investment program to upgrade the tracks and signals in the San Joaquin
Corridor which will ultimately improve the SAN JOAQUIN'S scheduling and on-
time performance, and local jurisdictions along the corridor are making
complementary investments to upgrade rail stations into intermodal passenger
facilities; and,
WHEREAS, Contra Costa County continues to support the State ' s efforts to
provide intercity rail services to communities in California as a viable
transportation alternative, in particular the SAN JOAQUIN intercity service
between the San Joaquin Valley and the Bay Area.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors for the
County of Contra Costa hereby supports the continuance of the state-supported
fourth passenger train for the SAN JOAQUIN service operated for the State of
California by Amtrak.
