APPROVE INTERAGENCY AGREEMENT#22-568 WITH THE HEALTH SERVICES DEPARTMENT OF CONTRA COSTA COUNTY SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to execute on behalf of the Housing Authority of the County of Contra Costa, Interagency Agreement#22-568 with Health Services Department, with a payment limit of$214,524 for the period from July 1, 1995 through June 30, 1996 for the provision of program staff and program expenses and for shelter maintenance and repair for the County's Homeless Program. II. FINANCIAL IMPACT: This Interagency Agreement is funded by County general and federal HUD funds. III. REASONS FOR RECOMMENDATIONBACKGROUND During the transfer of the County's Homeless Program from the Housing Authority of the County of Contra Costa(H A C C C)to the Health Services Department, several agreements were made to facilitate the provision of services and allow a smooth transition of various program components between these County agencies. ATTESTED March 26,1996 PHIL BATCHELOR,CLERK OF THE BOARD OF COMMISSIONERS AND CO Y ADMINISTRATOR BY ,DEPUTY Cq!r #22-568 Board Order Page 2 Under this agreement the Health Services Department will reimburse H A C C C for salaries, benefits, and other associated expenses paid to program staff working for the Contra Costa Homeless Program. These employees were originally hired as contract employees of H A C C C to provide program services; maintenance and repair services performed by H A C C C maintenance staff or subcontracted to a third party to maintain and repair the County's homeless shelters and transitional housing; and for the budget shortfall for FY 94/95. As H A C C C employees,the Homeless program personnel received benefits through employment with the Housing Authority; as contract employees with the Health Services Department they would not be eligible to receive these benefits. The Assistant Health Services Director for Public Health and the Executive Director of the Housing Authority agreed to continue employment of these employees through the Housing Authority. The Board of Supervisors assigned on-going responsibility for facility management to the H A C C C on November 8, 2994 when they transferred the primary responsibility for the County's Homeless Program to the Health Services Department. The H A C C C is responsible for rehabilitation,maintenance and repair of the Brookside and Central County Shelters and the Mt.View Transitional Housing Facility and will be reimbursed for maintenance and repairs performed by H A C C C employees or subcontracted by a third party and approved by the Health Services Department. The H A C C C's Fiscal Department agreed to handle the Homeless Program contracts and funds for the Health Services Department through the end of FY 94/95. A delay in awarding grant funds to the Emergency Shelter Program for the Homeless Single Adults resulted in a budget shortfall for FY 94/95. The Department's Homeless Program will post this shortfall for FY 94/95,reimburse H A C C C from FY 95/96 funds and apply the grant funds to the FY 95/96 budget. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not authorize the Executive Director to execute Interagency Agreement#22-568 with the Department of Health Services, a budget shortfall for FY 95/96 could result.
