BACKGROUND The contract for construction management with O'Brien-Krietzberg & Associates for the Merrithew Memorial Hospital Replacement Project requires a monthly status report, including the contractors ' compliance with the MBE/WBE and affirmative action contract requirements, to be filed with the Project Director in the Office of the County Administrator. A copy of the monthly progress reports are provided to the Clerk of the Board and the Board of Supervisors for information purposes . EXECUTIVE REPORT Project Status: Progress during the month of February was good;hampered only slightly by rain. Structural Steel was"topped out"on February 15th, a milestone signaling the placement of the highest elevation steel member; bolting and welding will continue for several weeks. Metal deck and stairs are nearly complete and placement of concrete in the stair pans has begun. Inserts in the deck for mechanical and electrical services continued and electrical conduit risers were placed. Placement of hangers continued and layout of walls began on the 1st floor. Work in the elevator pit began with the welding of the rails. Masonry was placed for the pharmacy storage area on the first floor. The telecommunication consultant is proceeding with design development and is due to submit its schematic wiring diagram March 1st. The final batch of equipment packages for user selection were received, reviewed, and distributed. Upon completion of this selection process, the equipment planning process will be complete. Budget: The total project budget is$81,841,000. The attached project cost report shows the forecast amounts. Current expenditures have been updated. Schedule: The project is currently on schedule. The contractor has submitted its February update which includes recovery from the previous structural steel delays. The completion date shown is August 8, 1997 which includes the approved extension. The critical path now runs through completion of the metal stairs and placement of concrete in the metal decks. New Psych Ward: Due to the unavailability of Los Madanos for a psych facility, along with the decline in the main hospital acute patient census,the Board has approved adding two psych units to the 4th floor. This change requires the build out of unfinished space on the 5th floor and the reconfiguration of two medical/surgical wards on the 4th floor. The Architect is proceeding with construction drawings and plans to have its submittal to OSHPD by the end of March. TASK 2 A. No activity B. No activity C. No activity TASK 3 A. Two firms were assisted in certification* (1) Application reviewed, site reviewed. The application seemed complete for certification. Advised the firm to submit the application to Contra Costa County Compliance Office for final certification. (2) The other firm, a sign company in Richmond,was advised to take the City of Richmtrnd certification letter to Contra Costa County and present it to the Contract Compliance Officer. TASK 4 A. TDC attended ten meetings during the month of February. See Attachment No. 1 for details. B. No activity. C. See Attachment No. 1. Project Affirmative Action meeting was attended. D. None took place. TASK 5 A. Pro forma accomplished. B. February 6, 1996. Met with City of Richmond Contract Compliance Unit and received n Imes of candidates for unlisted Merrithew work. One candidate, Star Signs, plans to bid on signage. February 9, 1996. Met with Marvin Fuller of Precision Painting Company on a detailed review of the plans and specifications for painting of Merrithew Hospital. In addition to the painting specifications, a detailed examination of pre-scheduling and addenda was made. February 9. 1996. Met with Zeff Khan in an extended review of plans, specification and scheduling of signing of Merrithew Hospital. TASK 6 A. No activity. No discrimination complaint filed. B. No activity. No discrimination complaint filed. TASK 7 A. The Labor Compliance Officer conducted all random reviews on each sub-contractor on the project. B. Labor Compliance Officer reviewed payroll reports and MEURs for each pay period. All payrolls accurately showed hours worked, trade craft, wage rate, social security number, etc. One Contra Costa Electric employee was left off the payroll in error but was paid for the work the following week. C. TDC not privy to progress payment information on change orders or other payments. However, we do monitor the payroll for all work, that information is reported per the Labor Compliance function. If we receive a complaint from an MBE/WBE concerning lack of payment on CCO work or other work, we will make the proper inquiry and pursue a resolution. D. Pending. See Attachment No. 2 E. No activity ATTACHMENTS ATTACHMENT 1 COMMENTS ON MEETINGS ATTENDED During the month of February 1996, TDC attended the following meetings: 1. February 2. 1996: Met with Centex to review plans and specs for signage and painting and addenda for same. 2. February 6. 1996: Centex: Reviewed reporting requirements,discussed and reviewed plans and specs for unlisted work, made on site job walk of proposed unlisted electrical and carpentry work. 3. February 6, 1996: Met with City of Richmond Contract Compliance Unit and received names of candidates for unlisted Merrithew work. One candidate, Star Signs, plans to bid on signage. 4. February 8, 1996: Met with Greg Feere, CEO, Contra Costa Building & Construction Trades Council regarding availability of minorities and women for Merrithew project. 5. February 8, 1996: Regular Owner's project meeting held in O'Brien Kreitzberg trailer was attended. 6. February 9, 1996: Advisory Council Meeting. Monthly report was reviewed with the Advisory Council. Report format, use of charts and cumulative data by trades were major points of the ensuing discussion. 7. February 9, 1996: Met with Marvin Fuller of Precision Painting Company on a detailed review of the plans and specifications for painting of Merrithew Hospital. In addition to the painting specifications a detailed examination of the scheduling and addenda was made. 8. February 9, 1996: Met with Zeff, Khan in an extended review of plans, specifications and schedule of signing of Merrithew Hospital 9. February 9, 1996: Meeting with E. Kuevor, Scott Tandy, Doug Crosby and Jerome Hutton regarding program, goals, reporting and related subjects. 10. February 28, 1996: Monthly Project EEO meeting chaired by Centex Golden Construction Company's Jose Garcia. Status report on MBE participation and on minority and female employment. ATTACHMENT 2 REPORT COMMENTS Within two weeks, March 15, 1996, TDC will have completed a review of cumulative data by trade and by sub-contractor on the gap between November 18 and December 12, 1995, when TDC began. At that time a definitive tracking can be made as to who-is in compliance by trade and by sub-contractor and who is not on an on-going basis. Also determinations can be made on the basis of what sub-contractors are in compliance but not in compliance on each trade they utilize. In the meantime, the Monthly Summary charts in this report show a variety of things. For example, Alamillo Steel worked 103 hours in January but had no minority or female participation. However, their previous minority and female participation will balance out this situation and show them as being in overall compliance. Contra Costa Electric worked 485 hours during January with zero female participation and only 4% minority participation. However, the great bulk of Contra Costa's work is still ahead of them. Our tracking mechanism will give an immediate indicator when the firm begins to man up for the job what their compliance posture is. Herrick Steel, on the other hand, worked 3600 hours with about 32% minority participation and with about 4% female participation in January. These three examples give an instantaneous snapshot of a scenario that changes from week to week. To give an accurate picture of what is going on with regard to each sub-contractor and with each trade, these monthly figures will have to be added on to the cumulative summaries that commenced at the inception of the project. This information will be provided to TDC on or about March 15, 1996. It will be used as benchmark data only. TDC will not quantify it except for the period beginning November 25, 1995 forward.
