BRAGDON County DIRECTOR OF COMMUNITY DEVELOPMENT DATE: March 26, 1996 SUBJECT: REPORT ON CONSULTANT CONTRACTS FOR BALDWIN SHIP CHANNEL PROJECT, PHASE III SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Authorize the Director of the Community Development Department to execute a County contract with Mike Cheney (Maritime Engineering Consultant), for$30,000 for 1996. 2. Authorize $10,000 of Water Agency funds to be added to the County contract with Mike Cheney,to cover project duties requested by the County. 3. Authorize the Director of the Community Development Department to execute a County contract with E. Del Smith (Lobbyist) for$20,000 for 1996. FISCAL IMPACT The$20,000 associated with E. Del Smith's contract, and $20,000 of Mike Cheney's contract are paid by the Ship Channel Users (the project beneficiaries, or ship channel users are Exxon, Tosco, and Wickland oil industries). The remaining $10,000 for Mike Cheney's contract will be paid by the County Water Agency,to subsidize the very important additional project engineering component Mr. Cheney provides for the County. REASON FOR RECOMMENDATION/BACKGROUND The third phase of the San Francisco-to-Stockton Ship Channel (Baldwin) Project is underway. Much work has been done by the County(local sponsor) and the Corp of Engineers (Lead Agency) on this project to date. A combined Environmental Impact Statement/Report is being prepared and will be out later this year. Both ship channel dredging and pipeline transportation alternatives are being considered. There are a number of issues outstanding with inclusion of the newer, pipeline alternative which are being addressed at both the local and federal levels. A number of issues remain to be worked out prior to construction of this project in 1998. In early 1996 the Ship Channel users once again determined the need for continuation of Mike Cheney's and Del Smith's contracts. Mike Cheney's involvement is becoming increasingly important as a necessary engineering component for the County,thus necessitating funds by the Water Agency to cover Mike's additional time on this project.
