Contra FROM:• Mark DeSaulnier and Tom Torlakson / '� Costa n: S O: . .. 04= County DATE: March 19, 1996 SUBJECT: Open Public Hearing; Continue Matter to March 26, 1996; and Finalize Board's Position re Spent Nuclear Fuel Rods at the Concord Naval Weapons Station SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION CONSIDER action by the Board regarding the Department of Energy's (DOE) proposal to ship and unload spent nuclear fuel rods at the Concord Naval Weapons Station (CNWS) for subsequent shipment by rail or truck to the Idaho National Engineering Laboratory. , BACKGROUND On February 6, 1996, this Board reaffirmed its opposition to.the DOE's proposal to ship and unload spent nuclear fuel roads at the CNWS. . Since that time, the DOE has met with both county and other local elected officials for technical briefings. A public meeting was held on March 6, 1996, at Centre Concord with officials of the DOE and the State Department. The purpose of this meeting was to have DOE present its rationale for selecting CNWS as the west coast port of entry and for DOE to hear the various concerns of the citizens of Contra Costa County. As was also directed by this Board, letters were sent to each of the other eight Bay Area counties alerting them to this issue, informing them as to the March 6th meeting, and seeking their support of our Board's position in opposition to this proposal. At the March 6th meeting, Supervisor DeSaulnier mentioned to the audience, which ultimately included viewers of CCTV, that this Board would again discuss the DOE's proposal at its March 19th meeting in order to receive an update from the various county department's on their respective issues; i.e. , health issues, land use issues, financial impact, and legal factors relative to potential litigation. At the time of the announcement, it was assumed the meeting would be in Martinez. However, given that the March 19th Board meeting is scheduled to be held in San Ramon and there is a shortened time frame for that meeting, it is important that this issue be continued to the March 26th meeting so that a more time frame can be allotted to this discussion. However, it will be important to open the public hearing on this matter on March 19th should a citizen attend and wish to comment.
