Bragdon 'null ay Director of Community Development DATE: March 19, 1996 SUBJECT: FY 1995 HOPWA Allocation, Project Agreements and Loan Documents- Aspen Court and Idaho Apartments SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE the allocation of: (1) $200,000 in FY 1995 Housing Opportunities for Persons with AIDS (HOPWA)funds to Resources for Community Development for the Aspen Court Project and $230,000 in FY 1995 HOPWA funds to Rubicon Programs for the Idaho Apartments Project both to develop affordable rental housing for lower-income persons with HIV/AIDS; and (2) AUTHORIZE the Deputy Director-Redevelopment, or his designee to enter into legal documents for these purposes. FISCAL IMPACT No General Fund impact. HOPWA funds are allocated by formula, through the U. S. Department of Housing and Urban Development(HUD)to the combined jurisdictions of Contra Costa County and the Cities of Antioch, Concord, Pittsburg, Richmond and Walnut Creek. THE BOARD OF SUPERVISORS Rusty Keilch, AIDS Program, Health Services t A COUNTY ADMINISTRATOR Cities of Antioch, Concord, Richmond, BY-' ,DEPUTY Pittsburg, Walnut Creek(via CDD) BACKGROUND/REASONS FOR RECOMMENDATIONS Housing Opportunities for Persons with AIDS (HOPWA) funds are allocated to Contra Costa Entitlement Jurisdictions by formula through the City of Oakland and the U.S. Department of Housing and Urban Development(HUD). As agreedby the Jurisdictions, $300,000 of the FY 1995 allocation was reserved for the development of affordable rental housing for low-income persons with HIV/AIDS. The County has documented a need for such housing. As of October, 1995, an estimated 4,000 people in Contra Costa County are HIV-positive. An income survey of clients served by HOPWA-funded programs in Contra Costa County in FY 1993-94 emphasized the need for additional affordable housing and supportive services targeted to this population. Amara House, a group home located in the East Richmond Heights neighborhood in West County, and The Landings, located in Pittsburg, are currently the only facilities in Contra Costa which provide affordable housing specifically for persons with HIV/AIDS. On behalf of the Entitlement Jurisdictions, the Community Development Department conducted a competitive application process for the allocation of these funds. On November 16, 1995 the County distributed a Notice of Funding Availability (NOFA) to 100 non-profit agencies and other organizations involved in the provision of affordable housing and/or services to the target population, including the HIV Planning Council for the Oakland Eligible Metropolitan Area(EMA). Two organizations submitted proposals. Following analysis and evaluation of the applications, representatives of the County Community Development Department, County AIDS Program, and the County Entitlement Jurisdictions (the Cities of Antioch, Concord, Pittsburg, Richmond and Walnut Creek)unanimously agreed to recommend approval of the following allocation of HOPWA funds: • $200,000 to Resources for Community Development (RCD)for the acquisition of a site in Pacheco where RCD will develop 12 units of fully accessible housing for low-income persons who have both a physical disability and HIV/AIDS. Additional approved funding sources include FY 1995 Contra Costa Consortium HOME funds ($384,000), and U.S. Department of Housing and Urban Development Section 811 Program resources ($900,800). Target acquisition date: March, 1996. • $230,000 to Rubicon Programs for the acquisition of an existing, primarily vacant motel in El Cerrito, to provide affordable rental housing to very-low income persons, including 10 units reserved for extremely-low income persons with HIV/AIDS. This funding level includes $130,000 in FY 1994 HOPWA funds previously allocated to Rubicon for a project which proved to be infeasible. Funds are recommended contingent upon the project's securing all required sources of financing for this project. Additional approved funding sources include FY 1995 Contra Costa County Community Development Block Grant funds($470,000), Low Income Housing Funds($570,000), City of El Cerrito funds($300,000), HUD McKinney Act Supportive Housing Program($893,000 over three years) and SRO Moderate Rehabilitation Program Section 8 Certificates(10 year value of$1.7 million) funds. Target acquisition date: September, 1996. All HOPWA funds for housing will be made available in the form of a subsidized loan with affordability restrictions designed to ensure that each facility will provide housing for low-income persons with HIV/AIDS for at least 40 years.
