SUBJECT: Report to Board on Meeting Between Mr. Scheitel, Neighbors and Staff
Regarding His Use of Property at 3460 Sandmound Boulevard as a result
of a Request of the Board

BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 20, 1996 a meeting was held at Supervisor Torlakson's
Office between Mr. Scheitel, several of his neighbors, and staff
concerning Mr. Scheitel' s property at 3460 Sandmound Boulevard as
requested by the Board on February 6, 1996 . On February 6, 1996
the Board moved to abate the property. The Bethel Island Municipal
Advisory Council was requested to send a representative to the
meeting by staff of Supervisor Torlakson. According to staff of
Sueprvisor Torlakson, no member of the MAC attended the meeting.
The neighbors discussed their concerns over his present use
(occupied mobilehomes/travel trailers) on the site without permits.
Their concerns revolved around the adverse effects that the present
use had on their property, concerns over expansion, concerns over
an emergency exit proposed for the LUP for his requested
recreational vehicle park. (LP952057) , concerns over :the property
owner complying with conditions if a recreational vehicle park is
approved on the site, concerns over sewage contamination of ground
water as a result of septic tanks placed upon the property without
Health Department permits and the pace of County enforcement
actions.

Mr. Scheitel went over his revised proposal that he subsequently
submitted. Mr. Schietel plans to purchase an additoinal one-half
acre of land to enlarge the proposed RV Park to an area of about
1. 5 acres.
Mr. Scheitel also stated that he plans to hook the RV Park to
community sewers, will lock the gate to the emergency exit and
will explore whether or not an emergency exit is warranted.
Mickie Perez went over the status of the abatement action on the
site. She stated that occupants of the site had been given 30 day
notice to vacate by March 15, 1996.
Mr. Scheitel said he will contest the abatement in court.
Arthur Beresford went over the hearing process for the Land Use
Permit (LP952057) and explained possible outcomes, i . e. , approval,
approval with modifications or denial.
Those signing the meeting attendance sheet will be notified of the
hearing on LP952057 .
A good discussion of concerns by both sides was accomplished at
the meeting. However, no agreement between the parties was
reached.
Revised plans will be sent to the Bethel Island Municipal Advisory
Council.
