Dear Supervisor Smith and Members of the Board:
Subject: Request for support of the proposed affordable housing
project for persons with AIDS, to be located at 121 Aspen
Drive in the unincorporated community of Pacheco.
As you may recall, in June, 1994, the Mental Health Commission
prepared and submitted a Housing Report which called for the
development of supported, affordable housing for Contra Costa
residents with special needs. Our concern at that time was to
encourage the development of housing to meet the needs of persons
with mental disabilities, and this continues as a Commission
priority.
We are cognizant, however, that all persons with disabilities share
the need for safe, decent housing--housing that is affordable and
linked with appropriate supportive services.
The Aspen Court Project for persons disabled with AIDS is just such
a project. It will provide 11 affordable, independent-living units
for persons with AIDS in an attractive facility with an on-site
manager and access to needed services. Residents will be carefully
selected and will be provided with nutritional health and emotional
support by an array of community agencies, including Catholic
Charities, Hospice of Contra Costa, and the Visiting Nurses
Association.
There is a critical need for 'this service in Central County where
the incidence of AIDS is high, and there is not now any permanent
housing for persons - with AIDS. There is a sound basis within
Contra Costa County for support of this project. Specifically:
• The Contra Costa County Consolidated Plan lists the
development of supportive and affordable housing for special
needs populations as a priority; and

Your Board and all but one of the cities in Contra Costa
recently proclaimed "Mental Health Awareness Week" and passed
resolutions stating that " . . .stigmatizing and discriminating
against people for a health condition. . . is not only unfair and
immoral, it is illegal under the American Disabilities Act".
We concur with this statement, and we urge you to support the
proposed housing project for lower-income persons who are disabled
by AIDS.
Thank you for your consideration of this request and for your
ongoing commitment to meeting the needs of people who suffer
disabilities.
