SUBJECT: AUTHORIZE THE CHAIR TO SUBMIT LETTER TO CTC RECOMMENDING INCLUSION OF
I-80 TREE REPLANTING AND LANDSCAPING PROJECT IN THE 1996 STIP
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Chair to submit letter to the California
Transportation Commission recommending inclusion of the I-80 Tree
replanting and landscaping project in the 1986 State Transportation
Improvement Program (STIP) . See attached letter listed as Exhibit
"A"

None .
BACKGROUND/REASONS FOR RECOMMENDATIONS
The I-80 HOV Lane Project has been under construction for several
years . Much of the landscaping in the corridor has been removed
and the replacement planting was included as one of the mitigation
measures identified in the 1984 Environmental Impact Statement . The
replacement landscaping and planting mitigation project has been
included in the State Transportation Improvement Program (STIP)
since 1984 and it is programmed for delivery in 1997-98 .

The matter of funding authorization for the I-80 Tree Replanting
Project will be considered when the CTC takes up the 1996 STIP at
its March 1996 meeting. The West Contra Costa Transportation
Advisory Committee has asked member jurisdictions to send letters
to CTC in support of including the I-80 Tree Replanting Project in
the STIP. The Transportation Committee has reviewed this matter and
recommends the Board of Supervisors authorize the Chair to submit
the attached letter of support (attached as Exhibit "A" ) .

Dear Mr. Remen:
As you are aware,the I-80 HOV Lane Project has been(and will be)under construction for several years.
Much of the landscaping in the corridor has been removed and and the replacement planting was included as
one of the mitigation measures identified in the 1984 Environmental Impact Statement. The replacement
landscaping and planting mitigation project has been included in the State Transportation Improvement
Program(STIP)since 1984 and it is programmed for delivery in 1997-98.
On behalf of the Contra Costa County Board of Supervisors,I am strongly urging the California Transportation
Commission(CTC)to honor funding of a mitigation measure which will reduce the visual and noise impacts
resulting from the construction and operation of the HOV lane by providing for replacement landscape planting
in the corridor. It is our understanding that the matter of funding for this project will be considered when the
CTC takes up the 1996 STIP at its March 1996.meeting.
The Contra Costa County Board of Supervisors believe that this relatively small investment in the 1996 STIP is
critical for a timely replacement of landscaping along the freeway corridor and is an essential part of the overall
1-80 HOV Lane Project. While we appreciate the difficult task CTC faces in balancing previous program
commitments statewide with diminishing financial resources,we nevertheless urge the CTC to keep the I-80
Replacement Planting Project within the funded"top 75 percent"of projects so as to assure its inclusion in the
1996 STIP as recommended by both the Contra Costa Transportation Authority(CCTA)and the Metropolitan
Transportation Commission(MTC).
