j ' t D. 6 00 TO: BOARD OF SUPERVISORS FROM: SUPERVISOR TOM TORLAKSON, DISTRICT 5 DATE: FEBRUARY 6, 1996 SUBJECT: RESOLUTION OF WELL ISSUES IN SANITATION DISTRICT 19 SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUS'T'IFICATION RECOMMENDATIONS: ACCEPT location of Well 4 replacement and procedure for its development (attached) as agreed upon by Contra Costa County, Sanitation District 19 (Delta Diablo), and The Hofmann Company. DIRECT GMEDA staff to meet with Sanitation District 19 staff to develop a work plan for a District "Strategic Plan" and a process to improve notification and involvement of area residents. SET March 5, 1996 as the date for Board authorization of annexation of Discovery Bay West into Sanitation District 19. FISCAL IMPACT: All costs to County shall be reimbursed from District funds. BACKGROUND/REASONS FOR RECOMMENDATIONS: Recent issues related to construction and replacement of wells in Discovery Bay have underscored the need to develop strategic planning to establish standards for well maintenance and replacement, construction and District acceptance, demand projections and use, ultimate capacity and conservation, developer responsibilities, and community responsibilities. The authority has been split between County review and approval, and District implementation. This has emphasized the need to improve coordination among County, Sanitation District 19, Discovery Bay MAC, and the development community. The attached concept agreement represents staffs recommendation on the current status of their resolution. The concepts identify the ways in which these items will be resolved. Board action will establish the Board's intent. Notes are provided to present the recent history of the issue. DISCOVERY BAY WATER WELL RESOLUTION: BY ISSUE I. Subdivision Mapping A. Subdivision 7140 and 7629 will be allowed to record immediately. New Discovery Inc., (NDI)will post normal subdivision bonds for the work involved in constructing these two subdivision and met all the original conditions of development for subdivision 7629 (tot lot, traffic signal, and landscaping State Route 4). B. Contra Costa County(County) and District will issue building permits in these two subdivisions subject only to normal permit requirements and the payment of normal fees and will further covenant that no building permits will be withheld from issuance on any other Discovery Bay lot due to water supply considerations. H. Discovery Bay Blvd. at State Route 4 Traffic Signal A. The construction of the traffic signal will be deferred. B. The traffic signal construction, as shown on Exhibit `C' will be an obligation of both Subdivision 7140 and 7629 and will be bonded prior to either of these final maps being recorded. C. Construction of the traffic signal shall occur after the issuance of the last building permit in both subdivisions, or within one year after the issuance of the 35th building permit in subdivision 7629, whichever comes first. D. If requested by NDI, the signal shall be constructed by Contra Costa County (County) at no cost to the tax payers of Discovery Bay. M. Discovery Bay West A. Contra Costa County Sanitation District No. 19 (District) will immediately process and complete the annexation of the Discovery Bay West project including all State filings subject to the posting of all bonds anticipated by this agreement. B. The District shall immediately begin preparation of the service agreement for the Discovery Bay West project upon the posting of the various bonds guaranteeing fulfillment of all conditions in this agreement. IV. Water Well 4A A. The District will fund $50,000.00 of preliminary investigation and engineering work for Well 4A. The $50,000.00 advance by the District shall be repaid by NDI within one (1) year after the issuance of the 35th building permit in the combined subdivision 7140 and 7629 or the first permit in Discovery Bay West. I B. Well 4A shall be constructed at the location shown on Exhibit `B' to the approximate configuration shown on Exhibit `A'. In the event the combined output of Well 4 and Well 4A does not yield a minimum of 1700 gallons per minute flow, with the anticipated production of the new well not producing less than 1500 gpm measured at the time of the test hole drilling, (1700 gpm being the flow required to meet current national fire standards) an alternative mutually agreeable NDI site located within Discovery Bay shall be selected and development and construction of a well shall be diligently pursued at this alternative location. If requested, NDI shall permit District to enter upon a mutually agreeable NDI property for purposes of drilling an exploratory well. Well 4A will be provided at not cost to the District. C. Well 4A construction shall be at NDI's sole cost. Land (approximate configuration shown on site location map (Exhibit `B') shall be dedicated at no cost to the District. Construction of the well shall begin within 30 days after selection of a mutually acceptable site and the approval by the District Board of the annexation of Discovery Bay West. Construction of the well will be completed ten months thereafter. Subsequent to, or simultaneous with, the execution of final agreements and posting of bonds for the traffic signal and construction of Well 4A, it is agreed that the recording of Subdivision 7140 and 7629 maps(provided all other County Conditions of Approval have been met including the tot lot and landscaping State Route 4) and Discovery Bay West annexation and initiation of a service agreement with Sanitation District 19 will occur. D. The initial surface facilities for Well 4A will be sized to conform with the California Department of Health Services criteria. E. Well 4A is a replacement for existing Well 4 and the same design criteria which applied to the original construction shall apply to the new construction, with the exception of casing pipe and exterior building materials whose continued use is no longer prudent. External electrical connections will be provided as agreed upon. No standby power and no water treatment except for chlorinating are required. Upgraded sound attenuation will be required and will.result in modification to the types of exterior building materials utilized. F. Irregardless of any other considerations, NDI's full obligation to supply water for the Discovery Bay development shall not exceed the provision of a single water well facility able to deliver the flow noted above in IV B. G. NDI shall grant a right of entry to District so that it may begin preliminary work at Well site 4A and the other precedent activities of the District and the County. H. The well design prepared by NDI shall be approved by the District. J. Constriction of the traffic signal shall not be required until the final building permit in the above noted subdivisions is issued or within one year of the issuance of the thirty-sixth building permit in Discovery Bay West. D. If requested by NDI, the signal shall be constructed by Contra Costa County (County) at no cost to the taxpayers of Discovery Bay. III. Discovery Bay West A. Contra Costa County Sanitation District No. 19 (District) will immediately process and complete the annexation of the Discovery Bay West project including all State filings. B. The District shall iininediately begin preparation of the service agreement for the Discovery Bay West project upon the posting of the various bonds guaranteeing fiilfillment of all conditions of this agreement. Cost of abandonnig and restoring the current Well 4 site shall be done at the sole expense of NDI. Irregardless of any other considerations, NDI's full obligation to supply water for the Discovery Bay development shall not exceed the provision of a facility able to deliver 1500 gpm at Well 4A. G. NDI shall grant a right of entry to District so that it may begin preliminary work at Well site 4A, and other precedent activities of the District and the County. H. If requested, NDI shall permit District to enter upon NDI property adjacent to State Route 4 for purposes of drilling an exploratory well. Well 4A shall be constructed on either parcel west or east of Discovery Bay Boulevard and State Route 4. Well 4A will be provided at no cost to the District. C. Well 4A construction shall be at NDI's sole cost. Land (approximate configuration shown on site location map to be provided) shall be dedicated at no cost to the District and a bond shall be posted within five (5) days of this agreement and construction shall begin within 15 days after ac(;eptable site selection and will be completed tep months after the District accepts a site. Upon final agreement and bonds posted for the well and traffic signal and restoration of the Well 4 site, it is agreed that the recording of subdivision 7140 and 7629 maps (provided all other County Conditions of Approval have been met, including the tot lot and landscaping State Route 4) and Discovery Bay West annexation and service agreement with the Sanitation District 19 will proceed. Subdivision 7140 and 7629 will be allowed to record immediately. New Discovery Inc., (NDI)will post normal subdivision bonds for the work involved in constructing these two subdivision and met all the original conditions of development for subdivision 7629 (tot lot, traffic signal, and landscaping State Route 4). B. Contra Costa County(County) and District will issue building permits in these two subdivisions subject only to normal permit requirements and the payment of normal fees and will further covenant that no building permits will be withheld from issuance on any other Discovery Bay lot due to water supply considerations. H. Discovery Bay Blvd. at State Route 4 Traffic Signal A. The construction of the traffic signal will be deferred. B. The traffic signal construction, as shown on Exhibit `C' will be an obligation of both Subdivision 7140 and 7629 and will be bonded prior to either of these final maps being recorded. C. Construction of the traffic signal shall occur after the issuance of the last building permit in both subdivisions, or within one year after the issuance of the 35th building permit in subdivision 7629, whichever comes first. D. If requested by NDI, the signal shall be constructed by Contra Costa County (County) at no cost to the tax payers of Discovery Bay. M. Discovery Bay West A. Contra Costa County Sanitation District No. 19 (District) will immediately process and complete the annexation of the Discovery Bay West project including all State filings subject to the posting of all bonds anticipated by this agreement. B. The District shall immediately begin preparation of the service agreement for the Discovery Bay West project upon the posting of the various bonds guaranteeing fulfillment of all conditions in this agreement. IV. Water Well 4A A. The District will fund $50,000.00 of preliminary investigation and engineering work for Well 4A. The $50,000.00 advance by the District shall be repaid by NDI within one (1) year after the issuance of the 35th building permit in the combined subdivision 7140 and 7629 or the first permit in Discovery Bay West. B. Well 4A shall be constructed at the location shown on Exhibit `B' to the approximate configuration shown on Exhibit `A'. In the event the combined output of Well 4 and Well 4A does not yield a minimum of 1700 gallons per minute flow, with the anticipated production of the new well not producing less than 1500 gpm measured at the time of the test hole drilling, (1700 gpm being the flow required to meet current national fire standards) an alternative mutually agreeable NDI site located within Discovery Bay shall be selected and development and construction of a well shall be diligently pursued at this alternative location. If requested, NDI shall permit District to enter upon a mutually agreeable NDI property for purposes of drilling an exploratory well. Well 4A will be provided at not cost to the District. C. Well 4A construction shall be at NDI's sole cost. Land (approximate configuration shown on site location map (Exhibit `B') shall be dedicated at no cost to the District. Construction of the well shall begin within 30 days after selection of a mutually acceptable site and the approval by the District Board of the annexation of Discovery Bay West. Construction of the well will be completed ten months thereafter. Subsequent to, or simultaneous with, the execution of final agreements and posting of bonds for the traffic signal and construction of Well 4A, it is agreed that the recording of Subdivision 7140 and 7629 maps (provided all other County Conditions of Approval have been met including the tot lot and landscaping State Route 4) and Discovery Bay West annexation and initiation of a service agreement with Sanitation District 19 will occur. D. The initial surface facilities for Well 4A will be sized to conform with the California Department of Health Services criteria. E. Well 4A is a replacement for existing Well 4 and the same design criteria which applied to the original construction shall apply to the new construction, with the exception of casing pipe and exterior building materials whose continued use is no longer prudent. External electrical connections will be provided as agreed upon. No standby power and no water treatment except for chlorinating are required. Well 1 sites 1 and 2 each have 10,000 gallon hydropneumatic tanks which are for operational ' 4 control. Usable storage from these tanks, assuming an operating pressure range of 70 to 55 psi, would be approximately 1,600 gallons per tank, which is equivalent to less than two minutes of operation per well and does not reduce the number of wells required to supply design flows. WATER REQUIREMENTS The purpose of this section is to review and update the unit (per dwelling unit) water demand based on current data and to project the cumulative water requirements of =j Discovery Bay at build out. Methods of meeting those demands are presented and ; recommendations made as appropriate. Water demands vary significantly during the course of a year, and system demands can vary significantly from day to day and during the course of a day. To adequately size tilt; production and transmission facilities of a municipal water system such as Discovery Bay, projections of the water demands under various conditions must be made. For clarification, the following terms are defined and their significance explained. Average daily demand is the annual average water use per day. Maximum daily demand is the maximum amount of water used in a single day in the year. Peak hourly demand is the peak demand on the system and occurs during the maximum day. From a production standpoint, the maximum daily demand and peak hour demand are the most critical criteria for facility sizing. System sizing is based on either the peak hour demand or the maximum day demand plus fire flow, whichever is greater. As is typical with water systems in the Central Valley, the individual service connections to the Discovery Bay distribution system are not metered. The only data available regarding water usage are the flow and hours of operation data for each individual well, which are recorded on a daily basis by the District personnel. Pressure readings at each station are also recorded; however, like the flow data, pressure data are recorded on strip charts which are awkward to handle and difficult to read for a lengthy period of l_UI OORFF 6 SCIPt_MRNINI e Consulting Engineers' t i t time. In addition, they are not recorded concurrently on the same chart and therefore can not be easily correlated to determine if there is a decrease in operating pressure associated with the maximum demand periods identified. Historical Demand Based on the most recent previous master plan, the maximum day for 1983 was in August, with a demand of 1,300,000 gallons per day (,Td). During this time, the number of equivalent single family dwelling unit (EDU) connections was estimated to be 1,120. Using these figures, the maximum daily demand per EDU was estimated to be 1,160 gp(i or 0.8 gpm. A peak factor of 1.7 tunes maximum daily demand was assumed at that tirrnr, to calculate the peak hour or instantaneous demand on the system of 1.38 gpm per EDU. Current Demand Water consumption for the third quarter of 1989 was reviewed on a daily basis to determine a maximum day demand. In addition, in an effort to quantify the peak hour demand or peak factor, the maximum pumping rate per day per well was computed by using the daily records for flow and time of operation for the pumps. During the month of July, 1989, several days had a flow rate of 3.0 million gallons per day, which was the maximum rate found. Based on a build out of 2,430 lots, which are each assumed to be an EDU, the maximum day demand is 1,235 gpd, or .85 gpm, per EDU. Several periods of peak demand were identified with a peak hourly flow of approximately 3,000 gpm which translates to a peak factor of 1.45, or a flow of 1.23 gprz per EDU. A major problem with the peak demands identified is that they occurred at times when one of the District's four wells was off line. This, together with a lack of correlation between the flow rate and system pressure, casts some question as to wheth_; or not the peak factor might be low. Therefore, based on historical data for other large LUI-iOCDRFF 6 SCrALMRNINI = Consulting Engineers H^ + 18 purveyors, a.peak factor of 1.6 was used to project peak flows of 1.36 gpm per EDU for design at build out of Discovery Bay. Fire Flow The Byron Fire Protection District uses the requirements of the National Fire Protection Association for the determination of fire flow rates and duration. Commercial and multi-story apartments exert the maximum demand on the system, 3,000 gpm for a minimum of 3 hours. A fire demand of 2,000 gpm for 2 hours is considered typical for two story, single family dwelling units with wood roofs. The single family fire flow is the same as previously identified in the 1983 master plan; however, the commercial demand is an increase from 2,250 gpm, but is within the values typically identified for commercial development. Location of the fire demand has a major impact on distribution system sizing; whereas, fire demand itself dictates the amount of supply required. For purposes of supply facility sizing, the fire flow requirement of 3,000 gpm for 3 hours duration has been used. w9fbeia4 0e./i feu Projected Water Demand In developing the ultimate water demand, two criteria regarding flow were evaluated, as the larger dictates facility sizing. The water system should be capable of delivering either the peak hourly demand resulting from normal domestic use or the maximum day demand together with the fire flow. Using the maximum day demand per EDU developed from the 1989 data, .85 gpm, the demand at build out of the project, 3,633 EDU, is projected to be 3,088 gpm. For design purposes the number of EDU at build out has been rounded to 3,700 EDU, for a maximum day demand of 3,145 gpm. Adding the fire flow of 3,000 gpm produces a maximum day demand of 6,145 gpm. Using the peak hour value of 1.36 gpm per EDU produces a peak hour demand of 5,032 gpm at build out. " ,4, ANNUAL WATER QUALITY REPORT - 1989 Discovery Bay Water System The United States Environmental Protection Agency ( USEPA) requires that all water system purveyors inform their customers of the water quality standards and contents of their drinking water . The quality of the drinking water is strictly regulated by the Federal Government . In 1974 , Congress passed the Safe Drinking Water -Act which required the USEPA to establish uniform standards for drinking water. This was later amended in 1976 to add stricter standards . These standarJs are enforced in California by the State Department of Health Services ( DHS ) . Delta Diablo Sanitation District, under contract, operates and maintains Sanitation District 19 ' s water system at Discovery Bay . The system uses wells as source of water. The District took over the system in 1986 when there were only three water wells . These were later expanded to the present five wells to better meet the demands of the ever growing community. Drinking water must conform with two types of standards : Primary Standards - are designed to protect public health. These standards specify the limits (maximum contaminant level or MCL) for substances in water that may be harmful to humans or affect their health if consumed over a long period of time Secondary Standards - are based on the aesthetic qualities of water such as taste, odor, color, and clarity. These standards specify limits for substances that may affect consumer acceptance of the water. This report includes both primary and secondary standards . Delta Diablo Sanitation District ' s state-certified water specialists monitor the water quality. Samples are collected on a regular basis (in some cases more frequently than is required by the State) . Different components of the water quality are tested which include coliform bacteria, odor, color, clarity, hardness , minerals , radionuclides ,. organic and inorganic chemicals ( trace metals ) . Results of these tests show that the quality of the water meets primary standards . The accompanying tables reflect the average results of the various tests performed in 1989, on the water from the four wells at Discovery Bay . The tables show the range (high and low) of the constituents tested and the maximum contaminant level (MCL) allowed for each constituent . r _ Annual Water Quality Report - 1989 Page 2 Discovery Bay Water System New technology and use of state-of-the-art equipment enable the District to measure minute amounts present in your water . The tables show parts per million (milligrams per liter) of detectable substances if present -at all . Concentrations in parts per billion (microgram per liter) can also be detected . To put these concentrations in perspective , one part per million is approximately a drop (using an eyedropper) of water in a bucket containing 13 gallons of water . On the other hand, one part per billion would be the same drop of water into a cylindrical tank (about 13 feet high and 13 feet diameter) containing approximately 13 , 000 gallons . Except for chlorination, the District does not treat the water coming from the wells . Because of the nature of the source , the water is rich in minerals . Piost of the minerals remain intact during transport and end up in the consumers tap. These minerals are usually the cause of the problems that have generated complaints . The most common complaints are as follows : Odors - From time to time, odor is generated at the consumers end due to stagnant conditions . When water sits too long in the consumer piping, sulfide gas is produced . This gas gets released to the air as water comes out of the faucet causing a "rotten egg-like " smell . Sometimes , however, odor is generated from home treatment systems that, are .i.mpA:operly maintained. Our water specialists flush fire hydrants regularly to minimize this condition . Stains - These are usually caused by the oxidation of manganese and iron present in the water as evidenced by brownish/reddish deposits . Hard hit are fixtures that use hot water (dishwashers and washing machines for example) . Staining could be alleviated by lowering the water heater temperature setting and avoiding the use of dry heat in the dish washing cycle . There are chemicals available in drugstores that can be used to remove these stains from fixtures and washing machines . Spotting - The water is moderately hard ( 115 to 140 ppm) due to the presence of calcium and magnesium and their associated salts . Occasionally white spots are deposited on fixtures and glassware upon dryi::g of. the water . Water softeners will remove hardness . However, the softeners will increase the sodium content of the water . _Sand - Occasionally, fine sand find its way to home systems . Even though pumping systems are equipped with filters the high pressure which the water is subjected to during withdrawal causes sand infiltration. The District personnel regularly flush hydrants to remove sand built up. Although the presence of the minerals in the water is not aesthetically pleasing, the water is still biologically and chemically safe to drink. In addition, several outstanding issues related to the adequacy of the water system need to be resolved. Issues include fire flow, the need for a standby well or storage facilities, standby power for the wells, and telemetry control of the system. Because Discovery Bay is nearing build-out and significant water supply issues remain unresolved, it is important that a remedial plan be adopted and needed improvements be implemented. As a condition of approval of the subject applications, Delta Diablo Sanitation District recommends that building permits be withheld in the subject subdivisions until outstanding issues are resolved and required improvements are implemented to the satisfaction of Contra Costa Sanitation District No. 19.
