SF-468 AND AUTHORIZING EXECUTION SPECIFIC REQUEST(S) OR RECOMMENDATIO (S) & BACKGROUND AND JUSTIFICATION- 1. RECOMMENDED ACTION: ADOPT Resolution No.3767 approving superseding Section 8 Annual Contributions Contract No. SF-468 and Exhibits A&B for the Rental Certificate Program and Rental Voucher Program,as amended,and AUTHORIZE execution of the amendment by the Chair of the Board of Commissioners of the Housing Authority of the County of Contra Costa,as recommended by the Advisory Housing Commission. IL FINANCIAL IMPACT: Contract authority in the amount of$4,667,016 and budget authority in the amount of$9,334,032 has been reserved to replace funding increment numbers CA39-EO11-008 and CA39-E011-009 of the Section 8 Rental Certificate Program,which expired on March 31, 1995. III. REASONS FOR RECOMMENDATIONIBACKGROUND Our Annual Contributions Contract with the U.S.Department of Housing and Urban Development(HUD)has been revised as part of HUD's effort to develop a standard,fully automated contract for all Section'8 programs and the Housing Authority has received notification from the U.S.Department of Housing and Urban Development(HUD)that $4,667,016 in contract authority and$9,334,032 in budget authority has been reserved for the Section 8 Rental Certificate Program to replace funding increments CA39-E011-008 and CA39-EOI 1-009,which expired on March 31, 1995. This Annual Contributions Contract replacement funding increment gives the Housing Authority contract authority for dwelling rents and administrative fees for 510 dwelling units for a period of two years.. In order to secure these funds for the Section 8 Rental Certificate Program,it will be necessary for the Board of Commissioners to adopt Resolution No.3767. At its Regular Meeting on January 29, 1996 the Advisory Housing Commission voted to recommend adoption of Resolution No.3767,approving amendment to Annual Contributions Contract SF-468 and funding exhibits A&B for the Rental Certificate and Rental Voucher Program. IV. The SUPERSEDING Section 8 ACC and funding exhibits A & B for the Rental Certificate Program and Rental Voucher Program are hereby approved and accepted. The Chair or Acting Chair is hereby authorized and directed to execute the counterparts of the ACC on behalf of the PHA, and the Secretary is hereby authorized to impress the official seal of the PHA on each such counterpart and to forward such executed counterparts to the Government together with such other documents evidencing the approval and authorizing the execution thereof as may be required by the Government. 2. The ACC has been revised as part of the Department' s effort to develop a standard, fully automated contract for all Section 8 programs. Please adopt a resolution and prepare the various documents exactly as set forth in the Instruction Sheet. Upon execution by HUD, a fully executed copy will be sent to you. This new funding increment is to replace increment numbers CA0110E0008 and CA0110E0009 which expired March 31, 1995. Due to funding recissions by Congress and a change in the method in calculating replacement funding, the amounts and/or terms have changed from our original notification letter. The term has been reduced from three years to two years. The contract authority is now $4, 667, 016 and the budget authority is $9, 334, 032 . Enclosed are copies of the revised worksheets. When you return the ACC, please submit a revised budget (HUD-52672) . The budget should reflect the increased contract authority of the increments. Please return the contract and documentation and the budget to the Office of Public Housing, Mangement Division.
