RECOMMENDATION
Supervisor Bishop requests that periodic reports from County Counsel regarding Billing Review of Outside
Legal Services from County Counsel be'made to the Board of Supervisors within fifteen (15) days.
BACKGROUND / JUSTIFICATION
A memo written by Victor Westman dated April 14, 1993, indicated that the County Counsel's Office would be
implementing certain policies and procedures to guide the administration of any legal contracts. This memo
was written in response to the Board's March 23, 1993 decision regarding "Establishment of New Additional
Procedures for Selecting Legal Consultants / Outside Attorneys and Reviewing Billing".
Attached to the memo was a document titled "Contra Costa County Outside Counsel Policies and Procedures"
(REV. 4-93). Section II. Periodic Reporting indicates that County Counsel must provide several reports during
the life of the contract. These reports include a Case Evaluation and Plan, Case Status Reports, Status Updates,
Proposed Settlement Recommendations, Appellate Action, and a Final Report.
