BACKGROUND: On July 11, 1995, the Board of Supervisors authorized the Health Services Director or designee to submit a funding application to the Bay Area Air Quality Management District (BAAQMD) for AB 434 Transportation Funds in the amount of $129,000. Funds will be used to implement employer-based single occupant motor vehicle trip reduction programs through the promotion of safe bicycle commuting. In response to concerns raised by Supervisor Bishop, the Health Services Director was requested to provide a follow-up report with more specific information about the planned uses of the funds if awarded. FISCAL IMPACT: Approval of the application will result in $129,000 from the BAAQMD for the period from December 1, 1995, through November 30, 1997. Attachment Merrithew Memorial Hospital&Clinics • Public Health • Mental Health • Substance Abuse Environmental Health Contra Costa Health Plan • Emergency Medical Services • Home Health Agency Geriatrics A-345 (12/94) TRANSPORTATION FUNDS FOR CLEAN AIR REGIONAL FUND APPLICATION Agency Name: Contra Costa County Health Services Department Prevention Program Project/Program Title: Non Polluting Commuting Project (Bicycle Commute) IV PROJECT DESCRIPTION GOAL: The primary goal of this project is to benefit Contra Costa County residents with cleaner air and better health through increased bicycle commuting. Primary Objective: Over a two year period, to shift one percent (I%) of single occupant vehicle (SOV) commuters who currently live within 5 miles of their worksites, plus a quarter of a percent (.25) of SOV commuters who live between 6-10 miles of their worksites, and one tenthof a percent (.10) of SOV commuters who live between 11 and 16 miles of their worksites to bicycling. The total approximate number for these commuters is 118,300. These commuters will bicycle to work 65 days out of the year (65 days is a little more than once a week during the 7.5 month fair weather season in Contra Costa.) Secondary Objective: Over a two year period, to annually involve at least 50 businesses and 1200 participants in a countywide Bike to Work Day. BACKGROUND: The Health Services Department Prevention Program implemented a limited bicycle commute promotion demonstration project in 1994-95 with Contra Costa Measure C Transportation funding. The project established the feasibility of expanded bicycle commute promotion efforts with major employers in. Contra Costa County. Targeting three, and working with an additional five businesses with over 100 employees in Shadelands Business Park in Walnut Creek, the project was able to build commitment to commute bicycling by the business management and their employer transportation coordinators. It is estimated that the project reached twenty percent beyond the goal for the three target employers in creating a modal shift at each site from SOV commuting to bicycle. Additionally, the project adopted the Bike-to-Work Day model as a strong promotional tool, coordinating the Shadelands Business Park's event "The Walnut Creek Employer Challenge" which drew over 250 commuters riding to work. The businesses were encouraged to compete to see which one could involve the greatest percentage of employees. The winning company had fifty percent of its 134 employee work force commute by bicycle during the one day event. Areas with high numbers of bike commuters are almost always correlated with sponsorship of Bike to Work Day events. For this reason, project staff also assumed leadership in coordinating countywide Bike to work Days in June of 1994 and May of 1995. These events attracted 608 and 730 registered participants respectively. There were 15 "energizer stations" throughout the county, and a pre-1995 event entitled "Get your Bike to Work Day" organized at Shadelands to provide free bike tune-ups and bicycle commuting information and seminars. (see Bike to Work Day attachments) Currently a total of 222 employers in Contra Costa County employ 100 plus employees. In a Bay Area county where the bikeway system is relatively good, but the corresponding number of bicycle commuters remains relatively low (.03 percent), advantages of a successful promotion in Contra Costa County can make a significant difference in the number of regular bicycle commuters. DETAIM OF PROJECT MPLEMEgTATION: This project will provide leadership and assistance in the promotion of bicycle commuting for employer-based trip reduction programs in Contra Costa County. Emphasis will be placed on the following activity components: 1) Formation of a Bicycle Commute Advocacy Committee (ECAC) with representatives of all project participants, convened and staffed by project staff, meeting at least quarterly to plan events and coordinate efforts, exchange information on project successes, and resolve barriers to implementation. As appropriate, some meetings will be held in conjunction with the county's TDM Coordinating Committee. Participating entities listed above have indicated willingness to be represented on this committee. The benefit of involving participant representatives is to ensure their knowledge of and commitment to the long term goals of bicycle commuting as a viable, non-polluting form of transportation. 2)Through the TDM programs and the ETCs at business sites,.identify businesses with interest in increasing their numbers of employee bicycle commute trips. The project coordinator would provide the required level of assistance to the TDM coordinators, employer management, and the individual ETCs to involve businesses in beginning or expanding their existing bicycle commute programs. Promotional components include: *Aiding business management and ETCs in the establishment of bicycle commute incentive programs at business sites, such as bicycle parking facilities, personal lockers, flex time work hours, informal dress, qualifying for prize drawings. 3 *Coordinating worksite seminars: ♦ "Outfitting your bicycle" ♦ "Equipment, clothing and riding techniques for different weather conditions" ♦ "How to fix a flat tine and other minor repairs" ♦ "Safe and effective cycling" *Designing personal commute routes *Providing copies of, or sources for, bicycle maps, commuter tips materials, and "Report the Hazards" form (attachment) •Organizing ride to work competitions by company sections, units, or floors •Referring to a regional "Bicycle Buddy" data matching system (linking riders who live near each other, or experienced and inexperienced riders) 3)Take the lead with the working committee in organizing and implementing the Contra Costa Bike To Work Day campaign and activities, annually targeting at least 50 participant businesses and 1200 countywide participants. Project staff will: • Identify and recruit sites and volunteers for bicyclist "energizer stations", secure food refreshment donations for the stations, and publicize location of stations to bicyclists (attachment) • Assist in working with employers to establish friendly ridership competitions or "challenges" between businesses *Establish an incentive prize component for participants, with registrant riders eligible for prizes (attachment) • Coordinate county public information and event advertising in relation to Bay Area, state, and national Bike to Work Day events *Compile registration data for feedback to TDM Coordinators and individual businesses to assist them in continued bicycling promotions 4)Provide coordination assistance to bicycle retailers to set up bicycle safety check and tuneup events at business sites. 5) Increase participants' awareness of and support for elements of the Countywide Bicycle Action Plan, especially those which will improve and expand the bicycle facilities infrastructure in the county. 4 6) Evaluate the project and produce appropriate summary documentation for dissemination.
