SUBJECT: CONSIDERATION OF CHANGES TO THE GENERAL ASSISTANCE PROGRAM
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. APPROVE General Assistance Standards of Assistance which address the
following subjects:
✓ The requirement for a fifteen day period of County residence as a condition
of General Assistance eligibility.
✓ Changes in the incremental periods of ineligibility for multiple instances of
failure or refusal to comply with program requirements from 1 month to 2
months and from 3 months to 4 months.
✓ The increase in the value of a motor vehicle which may be excluded in
determining eligibility to $4,500.
2. APPROVE in concept General Assistance Standards of Assistance which
addresses the issue of in-kind assistance in terms of a vendor payment for housing,
subject to staff of the Social Service Department reviewing with the Family and
Human Services Committee the manner in which this change will be implemented.
3. DIRECT staff of the Social Service Department to revise and report back to the
Family and Human Services Committee on that portion of the General Assistance
Standards of Assistance which addresses the in-kind value of shelter care.

4. DIRECT staff of the Social Service Department to revise and report back to the
Family and Human Services Committee on that portion of the General Assistance
Standards of Assistance which addresses the standard of assistance for recipients
living with related persons (shared housing).
5. DIRECT staff of the Social Service Department to revise and report back to the
Family and Human Services Committee on the proposed Resolution on the General
Assistance Hearing and Appeal Procedures.
6. DIRECT the Acting Social Service Director to submit General Assistance Standards
of Assistance to reflect the changes noted in Recommendation # 1 above.

SUBJECT: Standards for Administration of the RESOLUTION NO. 95/ 322
General Assistance Program
The Contra Costa County Board of Supervisors RESOLVES that:
1. Resolution No. 95/304, "Standards for Administration of the General Assistance Program",
adopted June 27, 1995, is stayed pending further order of the Board of Supervisors.
2. Resolution No. 91/606, as amended, is further amended to provide for the following:
Part 2, General Assistance Eligibility
Section 201.
An applicant for or recipient of General Assistance must meet all of the following criteria:
(c) Must have been present in, and a resident of, Contra Costa County for fifteen
consecutive days.
Part 4, Property
Section 402 Personal Property
Insofar as it is possible, an applicant for or recipient of General Assistance shall be required
to apply his or her own personal property and resources to his or her support, subject to the
provisions set forth below:
(b) Motor Vehicle: One motor vehicle is excluded in determining eligibility if its value as
determined by the Social Service Department does not exceed $4,500. In determining
this value, the Social Service Department shall not reduce the value by any amounts
owing on the vehicle.
Part 7, Program Compliance
Section 703. A recipient who fails or refuses to comply with other General Assistance
program requirements as expressed in this Resolution or in the Social Service Department
Manual of Policies and Procedures shall be discontinued aid, and sanctions will be imposed
as follows, unless the recipient shows that the failure or refusal to comply was for good
cause:
(a) The first discontinuance for failure or refusal to comply with program requirements
shall be followed by a two month period of ineligibility; the second discontinuance shall
be followed by a four month period of ineligibility; and a third discontinuance for failure
or refusal to comply with program requirements shall be followed by a six-month
period of ineligibility. Thereafter, each subsequent discontinuance for failure or refusal
to comply with program requirements shall be followed by a six-month period of
ineligibility.
(b) In unusual circumstances, upon application, based upon a written'finding of facts
showing that it is justified by
a) the recipient's case record, or
b) the nature of the failure to comply, or
c) the reason for failure to comply;
subject to approval by the Appeals Manager, an appeal hearing officer may reduce a
sanction from two months to one month or from four months to three months. Such
reduction will not affect the length of subsequent sanctions.

MEMBERS, BOARD OF SUPERVISORS:
ITEM D:3, the report from the Family and Human Services Committee on
the General Assistance Program, is not in the Board packet for the July
189 1995 Board meeting. The Committee was unable to complete work on
this item at its meeting on July 10, 1995. As a result, the Committee has
scheduled another meeting for 4:00 P.M., Thursday, July 13, 1995 to
complete work on this report.
We hope to be able to fax the report to your offices on Friday, July 14,
1995.
