SUBJECT: Pittsburg Avenue Extension, North Richmond
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve and Authorize the Deputy Director - Redevelopment and the
Public Works Director to sign a contract between the County
Redevelopment Agency and the County of Contra Costa for the
construction of the Pittsburg Avenue extension located in the North
Richmond Redevelopment Project Area.
FISCAL IMPACT
No General Fund money will be used on this project. The total
estimated contract amount is $425, 000. The Redevelopment Agency will
reimburse the County for expenditures for up to $100, 000 out of its
Bond Proceeds for the North Richmond Project Area. Area of Benefit
funds for North Richmond will be used to pay the remaining costs .
BACKGROUND/REASONS FOR RECOMMENDATIONS
A major redevelopment activity in North Richmond is to improve. and
upgrade the existing infrastructure . Pittsburg Avenue, a major
corridor which connects the Richmond Parkway to the industrial area
of the community, is substandard and is slated for some of this

activity. The existing road terminates at Central Avenue which requires traffic
to use extremely substandard and hazardous roads in order to access the Richmond
Parkway. This contract will extend Pittsburg Avenue to 3rd Street, giving a
direct and safe access to the Richmond Parkway.
