HomeMy WebLinkAboutMINUTES - 07181995 - C76 _ Contra TO: REDEVELOPMENT AGENCY •��� r Costa FROM: Phil Batchelor s County Executive Director DATE: July 18, 1994 SUBJECT: Contract Amendment Between the Redevelopment Agency and Mills Associates for the Environmental Impact Report for the proposed Old Town Oakley Specific Plan SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Deputy Director-Redevelopment to sign a contract amendment with Mills Associates for the preparation of an Environmental Impact Report for the proposed Old Town Oakley Specific Plan for the Oakley Redevelopment Project area. FISCAL IMPACT No General Fund money will be used on this project. The total amended contract amount is not to exceed $97,705 and will be financed with Redevelopment Tax Increment funds. BACKGROUND/REASONS FOR RECOMMENDATIONS A proposed Old Town Oakley Specific Plan has been has been developed as a first step in revitalizing the area from Vintage Parkway to Third Street and from Main Street to Ruby Street. A major catalyst behind the Specific Plan is the need to identify a solution to expand State Route 4 through Old Town Oakley from 2 lanes to 4 lanes. Additionally, Norcross Lane and OHara Avenue will be extended to connect with the new location of State Route 4. More recently, OMAC revisited the issue of State Route'4 and stated a preference for widening State Route 4 within its current alignment. The Environmental Impact Report to be prepared will be an opportunity to more fully analyze the impacts of the two alternatives. Additional components of the Plan include providing housing adjacent to the downtown area, creating a downtown parking district.area and parking lot, establishing Urban Design Guidelines, and changing two General Plan Land Use designations. The Agency approved a contract with Mills and Associates on September 27, 1994, to prepare the EIR. A Draft EIR was prepared and circulated to all relevant agencies for review. After further discussion with Caltrans, it was determined that further design and environmental analysis was required to construct either of the Route 4 alternatives. As a result, the initial scope of work was expanded to meet Caltrans requirements and the EIR consultant prepared a revised budget to complete the required work. This contract amendment will provide the funds to finish the environmental review necessary to provide OMAC with the best information to make an informed decision on the final State Route 4 alignment. c:\oakeir.bo F5.2(a)
