SUBJECT: Authorizing Submission of a DTPA 8% (GAIN 50%) Cooperative Agreement with
the California Department of Education (County #19-8238-0)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Board Chair to execute, on behalf of the County, a
State Education Coordination and Grants (SECG) 8% Funds/GAIN
50% Cooperative Agreement for Program Year 1995-1996 (County
#19-8238-0), requesting authorization to expend$233,168 ($116,584
of Job Training Partnership Act (DTPA) 8%funds and a State match
of $116,584) for the period July 1, 1995 through June 30, 1996 and
further authorize the Executive Director, Contra Costa County
Private Industry Council, to make non-substantive changes to said
document as may be required by the State Department of
Education.
II. FINANCIAL IMPACT:
None. 100 percent Federal and State funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By letter of June 19, 1995 the California Department of Education
notified the Contra Costa County Private Industry Council that a
total of$116,584 in DTPA 8%monies was available for PY 1995-96 as
well as an equal amount in State matching funds for use in this
Service Delivery Area (SDA).
At its meeting of May 15, 1995, the Proposal Review Committee of
the Private Industry Council of Contra Costa County recommended
the current service provider to continue this 8% SECG program of
assessment and remediation services to GAIN participants referred
by the County and Social Service Department.

Pursuant to Section 202(b)(1) of the Job Training Partnership Act of 1982(97-300), and the Job Training Reform
Amendments of 1992, this agreement is entered into between the California Department of Education (CDE)and:

The below-named agency official certifies that this Agreement shall be conducted in accordance with all terms set forth here and in the
attached document entitled,"Agreement Provisions and Standards of Conduct"and all policy,instructions and directives issued by the
grantor agencies,The Employment Development Department and the CDE.
Under this Agreement,the California Department of Education shall provide JTPA 8%and State matching funds to designated Service
Delivery Areas to support the JTPA-GAIN program. Provision of any state or federal funds is contingent upon funding availability. The
Service Delivery Area shall ensure a total matching contribution of no less than 150%of the JTPA allocation.
The agreement requires full adherence to all JTPA cost limitations, reporting and procurement requirements, at least a one hundred
percent matching contribution,and assurance that no less than 75%of the JTPA and state matching funds available under this agreement
shall be expended on activities for economically disadvantaged individuals. Programs carried out under this Agreement shall meet the
goals set forth in the Job Training Reform Act by enhancing literacy and life-long learning,school-to-work transition,and non-traditional
employment programs for women.
The California Department of Education recognizes the signature on line 1 as that of the designated official responsible for the
administration of this program. Complete lines 2 and 3 only if local consent/approval is required.
