SUBJECT: APPLICATION TO BAAQMD FOR AB 434 TRANSPORTATION FUND FOR
CLEANER AIR FOR A BICYCLE COMMUTE PROJECT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND JUSTIFICATION
RECOMMENDED ACTION: Authorize the Health Services Director or designee to submit a funding application to the
Bay Area Air Quality Management District for AB 434 Transportation Funds for Cleaner Air in the amount of$54,500, for
the period from December 1, 1995, through November 30, 1997, for a bicycle commute project entitled, "the Non-Polluting
Commuting Project."
FINANCIAL IMPACT: Approval of this application will result in $54,500 from the BAAQMD, during the period December 1,
1995, through November 30, 1997, for the Non-Polluting Commuting Project. No county match is required.
BACKGROUND INFORMATION: The goal of the Non-Polluting Commuting Project is to assist in the implementation of
employer-based single occupant motor vehicle trip reduction programs through the promotion of safe bicycle commuting.
This project will have several associated benefits for the County, including a decrease in traffic congestion, cleaner air,
reduced commute related stress, and improved quality of life.
The Non-Polluting Commuting Project will allow the Health Services Department's Prevention Program to form a working
committee of representatives from agencies addressing commute alternatives and to coordinate joint efforts, exchange
information on successful strategies, and resolve barriers to implementation.
The project will also allow the Prevention Program, through the Transportation Demand Management Programs and the
Employee Transportation Coordinators that they work with, to identify businesses with interest in increasing their numbers
of employee bicycle commute trips.
The Prevention Program will take the lead with the working committee in organizing and implementing the Contra Costa
County Bike to Work Day campaign and activities, targeting 50 businesses and 4000 individuals.

SUBJECT: Bicycle Commute Project
In an earlier action this day, the Board authorized the
Health Services Director to submit a funding application to the
Bay Area Air Quality Management District for AB 434 funds for the
bicycle commute project.
Following discussion on this matter, the Board
REQUESTED the Transportation Committee to monitor the grant for
maximized results in terms of actual bike commuting taking place.
