Telephone Directories
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
ACCEPT report from the County Administrator on efforts which have been
made to have 11Shelter-in-Place" information included in telephone
directories and determine if any additional action should be taken.
BACKGROUND
On July 19, 1994 the Board directed the Chair to send a letter to
Pacific Bell requesting that "Shelter-in-Placell guidelines be included
in the First Aid and Survivial Guide section of its telephone
directories. The attached report summarizes the actions which have
taken place since then. It is appropriate for the Board to determine if
any additional action should be taken on 'this matter.

SUBJECT: Efforts to Have "Shelter-in-Place" Information
Included in Telephone Directories
On July 19, 1994 the Board of Supervisors directed the Chair to
send a letter to Pacific Bell requesting that "shelter-in-place"
guidelines be included in the First Aid and Survival Guide section
of Pacific Bell's telephone directories. Such information on
appropriate response to hazardous materials incidents would be a
logical public service addition to the earthquake preparedness and
response information already included.
The Director of the State Office of Emergency Services supports
this request. In addition, the California Utilities Emergency
Association has conferred with Pacific Bell on our behalf.
However, all efforts to date have been met by Pacific Bell's
refusal to include "shelter-in-place" information as a public
service. Instead, Pacific Bell has maintained that there would be
a charge for including such information on the basis that hazardous
materials accidents are "man-made" whereas earthquakes are an act
of nature. The. quoted cost to include "shelter-in-place"
information in Pacific Bell's telephone directories state-wide has
varied greatly from different sources within the company. The
latest quoted cost is $55, 000 annually.
