Mobile Health Van Monies
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE the Health Services Director to execute on behalf of the Board of
Supervisors the modification of the agreement by and among General Chemical
Corporation, the Bay Area Air Quality Management District, Contra Costa County, and the
People of the State of California by and through the Contra Costa County District Attorney
to expand authority for spending mobile health van monies.
BACKGROUND:
As part of a January 1994 settlement agreement, the General Chemical Corporation agreed
to contribute $200,000 to Contra Costa County for the purchase and outfitting of a mobile
health van to serve the greater Richmond area.
In the process of developing the mobile van project, the Health Services Department
concluded that it would be more cost effective to refurbish a van owned by Brookside
Hospital, add equipment to it, and use some of the funds for personnel, community outreach
and an evaluation component to document the impact of the mobile services. While
consistent with the original intent of the Agreement, which is to create greater access to
medical services, it was discovered that the proposed plan was not squarely within the
language of the original Agreement and would require modification in order to proceed.
General Chemical has agreed to the proposed amendment and has requested that all parties
agree to the attached modification.

MODIFICATION OF AGREEMENT
1 . Identification of Contract to be Modified and Parties .
This is a modification of the Agreement of January 28, 1994 by and
among GENERAL CHEMICAL CORPORATION (General Chemical) , a Delaware
corporation, the BAY AREA AIR QUALITY MANAGEMENT DISTRICT (BAAQMD) ,
a California statutory agency, CONTRA COSTA COUNTY (Contra Costa
County) , a political subdivision of the State of California, and
THE PEOPLE OF THE STATE OF CALIFORNIA, by and through the CONTRA
COSTA COUNTY- DISTRICT ATTORNEY (District Attorney) .

2 . Modification . Date. The effective dateof this
Modification of Agreement is �Tu,ta- !sr 1995.
3 . Modification. Paragraph 1 . of the Agreement identified
above is hereby modified pursuant to paragraph 7 thereof by adding
the following paragraph:
Expanded Authority for Spending Mobile Health Van Monies. The
parties acknowledge that on or before March 15, 1994, General
Chemical contributed two hundred thousand dollars ($200,000)
to Contra Costa County for the purchase and outfitting of a
Mobile Health Van to serve the greater Richmond area (the
"Mobile Health Van" ) . The parties hereby agree and authorize
Contra Costa County to use said funds for the additional
purposes of acquiring, refurbishing, outfitting, staffing,
operating, publicizing, and assessing the impact of a Mobile
Health Van to serve the greater Richmond area. The trustee
shall be authorized to disburse funds from the account for any
purpose set forth in this paragraph.
4 . Signatures . These signatures attest the parties '

Per our telephone conversation this morning, I am forwarding to you a copy of the original
fully executed Modification of Agreement to the 1994 General Chemical agreement. The
Board authorized Mark Finucane to sign the Modification at its meeting on July 11, 1995
(Item C.97). I tried to track down a copy of the executed Board order, but we don't seem
to have one in our master file.
