SUBJECT: Amendments to HOME Contracts - Pittsburg Rehabilitation Program and Housing Authority of
Contra Costa County Rental Rehabilitation Program
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director--Redevelopment or his designee to execute amendments to existing HOME
Investment Partnership Act(HOME)contracts in order to reallocate FY 93 HOME funds from HOME Contract HM
93-07 (between the County and the City of Pittsburg), to HOME Contract H 92-02 (between the County and the
Housing Authority of Contra Costa County.)
FISCAL IMPACT
No General Funds are involved. Funds for these projects were approved from Contra Costa County's FY 1993
HOME allocation provided through the U.S. Department of Housing and Urban Development (HUD).

BACKGROUND/REASONS FOR RECOMMENDATIONS
The County and the Housing Authority of Contra Costa County entered into a contract (HM 92-02, effective
December 13, 1994)to use HOME funds ($170,000)to rehabilitate rental housing units located in the Consortium
area (all of Contra Costa except City of Richmond) which are affordable to and occupied by very-low and low
income households. The County and the City of Pittsburg entered into a contract (HM 93-07, effective June 22,
1994)to use FY 93 HOME funds($150,000) to rehabilitate rental and owner-occupied housing units located in the
City of Pittsburg which are affordable to and occupied by very-low and low income households. As per agreement
between the County,the City of Pittsburg(the City), and the Housing Authority of Contra Costa County(HACCC),
the City has agreed to contribute $30,000 in FY 1993 HOME funds previously allocated to the City by the County
to assist in the rehabilitation of the property located within the City of Pittsburg's target area(935 East Street.) This
property was acquired by Shelter, Inc. with Housing Opportunities for Persons with AIDS (HOPWA) funds under
HOPWA Agreement 93-01. The purpose of the project is to provide 8 units of housing affordable to and occupied
by very-low and low-income people, including four units reserved for persons with HIV/AIDS. Work specifications
are detailed in the HOME Rehabilitation Loan Agreement for Rental Housing entered into as of December 21, 1994
between the HACCC and Shelter, Inc., and HACCC acts as the administrative agent for the rehabilitation work.
Amending the existing HOME contracts in order to transfer funds facilitates the cooperative effort between the
County, the City, HACCC, and project sponsor, Shelter;Inc.
